About USAID STAR-E Project:
Management
Sciences for Health (MSH) is implementing a USAID funded STAR-E Project in
Eastern Uganda. STAR-E is a five-year USAID-supported District-based HIV/TB
Project ending in June 2016, focuses on the prevention, care, and treatment of
HIV/TB in health facilities and communities, headquartered in Mbale, with
activities in Budaka, Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Mbale,
Pallisa, Bulambuli, Kween, Kibuku and Sironko districts.
Job Summary: The Clinical Mentor (CM) will be a clinician with
both technical and public health experience in the provision of comprehensive
HIV and TB services, including anti-retroviral therapy (ART). The CM will
travel frequently to health facilities (HFs) in supported districts to
introduce and improve HFs’ provision of these services and ensure that they are
integrated with and strengthen other health services, and are provided through
a continuum of care with served communities. 
The CM will ensure that all HIV and TB services meet national guidelines
and care and treatment protocols and PEPFAR standards of care. The Clinical Mentor
will be a team leader, working within and leading a small team that will
oversee other critical elements, such as accurate data recording and reporting,
and effective linkages with served communities. The CM will also help train and
oversee district health staff to mentor other facilities within the district.
The CM will also support the District Health Office (DHO) to better manage and
supervise their health system and facilities.
Key Duties and Responsibilities:
  • Provide ongoing mentorship to HFs either
    individually or through leading and managing a small team, to ensure their
    provision of HIV and TB services are in line with national guidelines and
    treatment protocols and PEPFAR standards of care
  • Prepare and submit status reports on HFs
    based on mentorship, that include monitoring for improvements
  • Provide consultation and support in managing
    difficult and more complex HIV and TB patients
  • Assist in building the capacity of the
    facility staff to provide high quality HIV and TB services
  • Work closely with and strengthen HF Quality
    Improvement (QI) teams, including participating in their review meetings
  • Ensure HFs are accurately and completing data
    collection and reporting responsibilities, especially for the HMIS
  • Mentor and support service providers, case
    managers, linkage facilitators, and other HF staff to link up with both
    community and hospital focal points to strengthen and document two way
    referrals both up and down the network
  • Manage the performance of project deployed
    case managers and linkage facilitators
  • Support District Health Office (DHO)
    management to manage their health system and HFs
  • Assist DHO and its technical team to provide
    technical support to its health system and HFs
  • Actively monitor and help ensure HF stock
    levels of key supplies, medications, laboratory test kits, and reagents
  • Support and participate in the training of
    health workers on comprehensive HIV and TB services
Qualifications, Skills and Experience:
  • The applicants must be clinical health care
    professionals such as a Medical Doctor, Health Officer, or Nurse, with training
    and experience in provision of comprehensive HIV and TB services,
    including HIV testing, care and treatment, TB and TB-HIV co-infection care
    and treatment, as well as in Reproductive and Maternal, Newborn and
    Childhood Health
  • At least five years of relevant experience
  • Clinical experience working in an HF
    environment
  • Prior public health experience
  • Previous exposure and experience in
    mentorship, quality improvement, monitoring and evaluation, and HMIS
    desirable
  • Prior experience working with an NGO for
    supporting public health and quality improvement desirable
  • Fluency in both written and spoken English
