About USAID UHSC Project:
Management
Sciences for Health (MSH) is implementing a USAID-funded project called the
Uganda Health Supply Chain, a five year program supporting the Government of
Uganda’s health system to improve the availability and accessibility of
essential medicines and health supplies (EMHS). The expected results of are
to:1) strengthen national policies and strategies and support cost-effective,
equitable, and transparent utilization of EMHS resources; 2) strengthen country
capacity for effective management and utilization of EMHS; and 3) increase
availability and access of EMHS among priority populations.

Job Summary: The Senior MIS Associate will primarily ensure the
effective and efficient support in national roll out of a Pharmaceutical
Logistics Software and use of District Supervision Data System (DSDS). The
Technical Assistance offered will focus on supporting MOH PD staff and Health
workers in health facilities supported by the program. The Senior MIS Associate
will also support process of identify training needs and development of
training manuals, conduct trainings for the program supported districts field
coordinators and implementing partners. The jobholder also works to provide
Front-line Support for RxSolution software including following user calls,
diagnosing and resolving system faults, and running routine system updates. He/she
also works with the Program team and Pharmacy Division to support update of the
comprehensive catalogue on essential medicines, health supplies and laboratory
equipment. He/she works with relevant stakeholders when needed to optimize
RxSolution roll out.

Key Duties and Responsibilities:
- Offer technical support in the rollout of the
integrated PMIS RxSolution by coordinating with MoH PD. - Work closely with the Ministry of Health –
Pharmacy Division, Implementing Partners and Medical Bureaus in providing
technical support to ensure smooth roll out of the PMIS. - The jobholder will also develop and implement
training programs in PMIS to improve partners capacity in the use of PMIS
system and country rollout - Provide timely response to end user support request
and or promptly escalate issues as per service help desk procedure. - Prepare and provide routine service report on
the PMIS performance, recurrent issues in the help desk, risks and planned
initiatives. - Support in developing, dissemination and
review of a comprehensive essential medicines, health supplies and
laboratory equipment catalogue. - Perform any other duties that may be assigned
from time to time as need arises.
Qualifications, Skills and Experience:
- The ideal candidate for the USAID UHSC Senior
MIS Associate career opportunity should hold a professional degree in ICT,
health area, pharmaceuticals, with working knowledge of Pharmaceuticals or
health management system. - Significant experience in an IT support
environment with demonstrated ability while working in an end user
department - The jobholder should possess prior experience
working in a service delivery role - Previous exposure and experience in the use
of the products in use as part of the technical strategy - Work experience in organizing, planning and
implementing training and capacity building activities. - Skills in providing end-user support in
Microsoft Windows/Microsoft Office. - Broad knowledge and understanding of the
principles of networking and internet technologies - Knowledge of SQL Server administration tools
is an added advantage - Broad interest in Information Technology and
a keenness to develop IT skills - Good knowledge of Pharmaceutical and
logistics management software; RxSolution preferred but could also be any
LMIS software - Excellent organizational skills
- Problem solving skills specifically root
cause analysis - Ability to work independently and take the
necessary responsibility to meet timelines and achieve set targets. - Good management, coordination and planning
experience. - Good facilitation and communication skills.

of work - Strong teamwork and team-building skills.
