About USAID RWANU Project:
ACDI/VOCA
is an international NGO that is currently implementing the USAID-funded PL 480
Title II Development Food Assistance Program entitled “Resiliency through
Wealth, Agriculture, and Nutrition in Karamoja (RWANU).” The RWANU Program aims
to reduce food insecurity among vulnerable rural populations in selected
sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program’s
strategic objectives are (1) improved availability and access to food and (2)
reduced malnutrition in pregnant and lactating mothers and children under five.
The RWANU Program takes a preventive approach to reducing malnutrition,
focusing on the first 1,000 days of life when conditional food rations will
have the highest impact. RWANU promotes diversified livelihoods strategies
including linkages to market opportunities to ensure long-term food security
and resilience to food insecurity shocks.
Job Summary: The            Grants
Officer will support in the management and delivery of the ACDI/ VOCA RWANU
Project grants to the various beneficiaries in South Karamoja and contributes
to overall Programme effectiveness and efficient delivery.
Key Duties and Responsibilities: 
  • Support the Senior Grants Specialist in
    developing, managing, delivering and promoting the ACDI/VOCA RWANU program
    through grants.
  • Participate in the procurement process of
    in-kind grants.
  • Actively participate in the development”
    of systems and tools for management of both cash and in-kind grants.
  • Take part in drafting Grants agreements, MOUs
    and Contracts.
  • Ensure that the grants review and selection
    processes are conducted professionally, putting into consideration the
    financial soundness, participatory, sensitive to local needs and culture
    and in accordance with ACDI/VOCA policies and procedures and USAID Rules
    and Regulations.
  • Actively participates in sharing and planning
    meetings to discuss and address issues related to Grants Programme
    implementation.
  • Assist in the provision of technical and
    logistical support in the grants review and selection process to ensure
    that grants management is in compliance with the various policies,
    financial guidelines and budget requirements.
  • Significantly contribute to the development
    of Grants’ monitoring and evaluation framework and assist in its
    implementation.
  • Carry out occasional field visits in
    accordance with the monitoring and evaluation plan and in coordination
    with other Grants programme team officers or other ACDI/VOCA staff.
  • Provide technical assistance to grantees in
    preparation of budgets and work plan during negotiation process.
  • Facilitate regular communication with
    grantees, including follow up for reports. Maintain cooperative partnerships
    between the ACDI /VOCA and the grantees and other possible stakeholders.
  • Render support in the development of and maintains
    of a database of grantees, including a tracking system that provides
    frequent updates on fund-flows, reporting requirements, audits, contract
    deliverables and budget revisions.
  • Actively participate in the Quarterly and
    annual work planning and budgeting process for the Grants programme.
    Assists the Senior Grants Specialist in the preparation and writing of
    progress and quarterly and annual reports, annual work plans, status
    reports and other documents that may be requested by the Directors or Grants
    committee.
  • Documents workshop outputs, meeting
    decisions, drafts presentations and supports the knowledge management team
    in the identification, documentation and sharing of lessons learned.
  • Works with the Senior Grants Specialist in
    respect of the contracting needs of Grants consultants or other third party
    service providers. Ensures the complete process is undertaken from drawing
    up Terms of Reference to contract completion and shared logging.
Qualifications, Skills and Experience: 
  • The ideal candidate for the USAID RWANU
    Project Grants Officer career placement should hold a Bachelor’s degree in
    Business Administration, Commerce, Economics, Development Studies or
    Community Development.
  • A minimum of three years’ work experience in
    finance/accounting or grants management is required.
  • Previous exposure and experience in writing
    and documentation of activity reports, meetings and workshops, guides and
    technical materials.
  • Working knowledge of budget development,
    monitoring and management.
  • Significant experience in working with a
    USAID funded project or Knowledge of USAID rules and regulations is
    required.
  • Proven ability to write clear and concise
    reports and meet required reporting deadlines
  • Advanced computer skills, particularly MS
    Office (MS Word, Excel and PowerPoint)
  • Knowledge of Ngakaramajong language is
    desirable
