Job Summary: The Regional Open-Source Health Informatics
Officer will support the  IntraHealth
International in the development and maintenance of open-source health informatics
solutions. The incumbent will work closely with the informatics team and
IntraHealth program staff to support field informatics activities, with a focus
on the sub-Saharan Africa region. The incumbent will provide core software development
for new and existing software products in the IntraHealth informatics
portfolio. The Regional Open-Source Health Informatics Officer II will work
closely with the global and multiple country informatics teams to develop
software solutions according to specified requirements.   Software solutions will include adding
functionality to single software components, developing interoperable solutions
between software components, and augmenting data analysis tools. 
Key Duties and Responsibilities:  
  • Develop new and augment existing open-source
    software solutions in the health system and health care domains using a
    variety of programming languages and technologies (e.g. PHP, JavaScript /
    node.js, XML, XQuery, Java)
  • Work closely with members of the informatics
    and programs teams to deploy software solutions in the IntraHealth
    informatics portfolio (e.g. iHRIS, mHero, OpenInfoMan, emNutt) for field
    activities 
  • Develop and support deployment of
    standards-based interoperability solutions in the health domain (e.g.
    OpenHIE, IHE)
  • Create and maintain documentation, job-aides,
    and training resources
  • The incumbent will provide training and
    mentorship to other developers working on the informatics projects
  • Respond to questions on software and
    implementations coming directly to the developer as well as the iHRIS
    mailing lists, Google Groups, Launchpad Answers, Slack, Skype, and other
    forums
Qualifications, Skills and Experience:  
  • The ideal candidate for the IntraHealth
    International Regional Open-Source Health Informatics Officer II should
    hold a Bachelor’s degree in Computer Science, Mathematics, Informatics, or
    related field with a minimum of six years of related experience, a
    Master’s degree with three years of related experience.
  • A minimum of three years’ experience in the
    development and deployment of open-source health information systems.
  • Previous experience in Health Workforce
    Information Systems and Health Management Information Systems (HMIS) is
    highly desirable.
  • The candidates should be a current resident
    of Uganda and eligible to work without sponsorship and willing to work either
    from an IntraHealth International office location
  • The applicant must adhere to the Principles
    of Digital Development http://ict4dprinciples.org/
  • Proven exposure and  experience working with more than two
    programming languages, working with the Linux (e.g. Ubuntu) operating
    system, and utilizing Version Control Software (VCS) for software
    development. 
  • Willingness to work across multiple time
    zones and be available for routine communication and project reporting
    with the informatics team using instant messaging and voice platforms
    (e.g. Slack, Skype, Google Hangouts).
  • Must have an aptitude for learning new
    programming languages and software technologies.
  • Must have a high degree of self-direction in
    daily tasks and complete development assignments to specifications
    provided within reasonable timeframes.
  • Ability to travel internationally within
    Sub-Saharan Africa, up to 20% of the time, is required.
  • Fluency in both written and spoken English. (Ability
    to communicate in French or Spanish is desirable but not required.)
