Job Summary: The Project Engineer provides technical assistance
and expertise with reference to the UNOPS construction works as well as field
coordination, ensuring high quality and consistency of work, for the
construction works. The Project Engineer promotes a collaborative, client
focused, quality and results-oriented approach in the Project Team. The Project
Engineer shall assist in undertaking all the tasks required to ensure timely,
cost effective and quality delivery of the projects.
Key Duties and Responsibilities: 
1. Project Technical
Implementation:
  • In charge of planning and coordinating any
    activity with the Project Manager;
  • Complete assessment, organize preliminary
    studies, monitoring/supervising contractors;
  • Support the PM in preparing the tender
    documents, with particular focus to the technical documents, (drawings,
    BoQ, technical specification and standards);
  • Responsible for monitoring of the Works
    Supervision and reporting to PM;
  • Being present at the site regularly (daily
    presence required);
  • Ensure quantity/quality control and time
    schedule consistency;
  • Keenly verify that the works are consistent
    with the project technical specifications and inform promptly of eventual
    deviations;
  • Actively monitor closely any works and
    reporting to the Project Manager any relevant issue;
  • Coordinate the site planning (including close
    monitoring) with the Works Supervisor and the Contractor;
  • The incumbent will also attend all site
    meetings;
  • Accompany/monitor all tests and inspection;
  • Field/site checks and controls about
    security, safety and environmental procedures respect by all sides;
  • Field/site checks and controls about works
    progress data included in Contractor and Works Supervision team;
  • Support the Project Manager in his
    performances;
  • Perform provisional acceptance of works and
    undertake evaluation;
  • Perform final acceptance.
2. Liaison with
Authorities:
  • Ensure proper liaison, coordination and
    exchange of information with the Municipal Authority, filtering any
    contact with the Contractor;
  • Ensure to and from communication with any
    other relevant Authority involved (technical department, etc);
  • Coordinate with them any activity (as per
    instructions of the Project Manager);
  • Help and support Contractor in relationship
    with local Authorities;
  • Accompany all site visits by any Authority
    and Donor representatives;
3. Managing Office:
  • Representing UNOPS/Project (if and when
    instructed by Project Manager);
  • Accompany all site visits by any
    UNOPS/Project staff.
4. Final Product
  • Prepare and submit periodic reports (weekly
    for the PM and monthly for the other stakeholders) as well as a Final
    Report of all infrastructure works based on the work/plan/ schedule,
    encountered problems, solutions, etc.
  • Final handing over and acceptance report
    based on Technical specifications (against the approved project),
    including all relevant information such as : timing, resources, materials
    and equipment installed, maintenance plan, payment record.
  • Any other business as instructed by the
    Project Manager.
Qualifications, Skills and Experience: 
  • The ideal candidate for the United Nations
    Office for Project Services (UNOPS) Project Engineer career vacancy should
    hold a Master’s degree in Civil Engineering, Civil & Infrastructure or
    related field is required.
  • A combination of Bachelor’s degree with an
    additional 2 years of relevant work experience may be accepted in lieu of
    the education requirements outlined above.
  • AutoCAD certification is required
  • At least four years’ experience in the
    preparation of designs and tender documentation for building construction
    projects and / or works of a similar nature;
  • Experience in supervision of civil
    construction works in private or public sector
  • Broad understanding and knowledge of national
    design codes and building standards;
  • Sound Knowledge of AutoCAD;
  • Working knowledge of Microsoft Office
    programs
  • Thoroughness and attention to detail is
    essential with ability to anticipate difficulties that may have cost
    implications during the construction phase.
