Job Summary: The Oxfam Project Manager will effectively manage
the ELNHA team in Uganda, generate energy, tactically work through internal and
external challenges and time pressures. The Project Manager will, in
consultation with the HPM, maintain close links and liaise with the ELNHA
Global Team based in The Netherlands. In particular, the Uganda ELNHA Project
Manager will liaise with the Global Programme Manager, the Global MEAL Officer,
the Global Finance Officer and Global Influencing Officer and with the Global
Technical Advisors on: Humanitarian Capacity Building, Emergency Food Security
and Vulnerable Livelihoods, Emergency WASH and Cash transfers. This technical
expertise will be drawn from Oxfam’s Global Humanitarian Team ( the “GHT” based
in the United Kingdom) dedicated to this project for agreed % time as well as
from other parts of the organisation. The Project Manager will work closely
with implementing partners, selected CSOs/CBOs, Governmental actors, private
sector and other stakeholders in Uganda (LNHAs). The program aims to achieve
three objectives. First, strengthen the capacity of local and national
humanitarian actors, so they are equiped to lead humanitarian action in their
countries and or localities. Second, give local and national humanitarian
actors the voice to create a strong domestic humanitarian agenda by giving them
the opportunity to design and implement quality humanitarian programs.  Third, create more space for local and
national humanitarian actors by influencing other international NGOs and donors
to contribute to this systemic change.
Key Duties and Responsibilities: 
  • The jobholder will be responsible for the
    implementation and financial management of the Uganda ELNHA project in an
    efficient, timely and quality manner while ensuring synergy and coherence
    with the entire Country Program. You are accountable for the Uganda part
    of the project budget;
  • Responsible for developing and implementing,
    together with the Uganda Project Team, realistic work plans and will
    ensure good communication within the Uganda Project Team;
  • Responsible for managing the Uganda Project
    Team’s human resources efficiently and for the knowledge sharing and
    synergy between the (temporarily assigned) employees and the program;
  • Responsible for monitoring and reporting on
    achievement of agreed outcomes and targets for the Uganda ELNHA project.
    You will ensure technical content and financial progress reports are of
    good quality and comply with Oxfam’s standards and the donor’s
    expectations and requirements.
  • Significantly contribute to cross learning
    between Uganda, Bangladesh and the global level and institutionalise
    within Uganda harmonised best practices and ensure production, documentation
    of evidence and learning;
  • Actively contribute to fundraising for
    related humanitarian projects in Uganda;
  • Significantly contribute to the development
    of innovative ways of working and mechanisms which promote delegated
    decision-making, leadership and autonomy to local humanitarian actors in a
    way that these are replicable in Oxfam and the humanitarian sector;
  • The jobholder will also network with other
    agencies involved in the local leadership agenda in Uganda to share
    learning, increase effectiveness and contribute to influencing.
Qualifications, Skills and Experience: 
  • The applicant should hold a Master’s degree
    in a relevant management field;
  • A minimum of five years’ experience in
    managing complex international projects/programs especially in a
    humanitarian field of work;
  • The applicant must be an accomplished Project
    Manager who is good at negotiating relationships with courage,
    flexibility, sensitivity and self-confidence and above all will ensure the
    Uganda part of the ELNHA project is delivered on time, with high quality
    and in compliance with donor requirements.
  • Proven ability to work under pressure,
    prioritise, meet deadlines, and hold self and others to account;
  • Proven analytical, strategic planning,
    project design, project cycle and financial management skills;
  • Broad knowledge and understanding of
    monitoring, evaluation, accountability and learning (MEAL) principles and
    practice ;
  • Proven people management skills, with
    experience in managing multi-disciplinary teams, supporting and coaching
    individuals from diverse cultural and linguistic backgrounds;
  • Excellent communication and influencing
    skills, with proven ability to build relationships with a diverse range of
    local, national and global stakeholders;
  • Previous experience in working with
    institutional donors and fundraising ;
  • Prior experience with capacity development
    approaches and affinity with promoting local leadership;
  • Broad knowledge and understanding of
    international humanitarian aid systems and agencies, and the roles and
    responsibilities of local and national actors in humanitarian response;
  • Awareness of humanitarian sector quality
    standards and codes such as the Core Humanitarian Standards, NGO/Red Cross
    Code of Conduct, SPHERE and Oxfam International polices and best practice;
  • Willingness to travel regularly within Uganda
    and occasionally outside
  • Fluency in English, both verbal and written.
