three broad themes deliberately focused on Women’s Rights: Resilient
Livelihoods, Governance and Accountability and Humanitarian Preparedness and
Response.
Key Duties and Responsibilities: 
1. Provide program
support: 40%
  • Work closely with both the Governance and
    Accountability Manager support processes and partner involvement in
    community based planning and citizen centered programming as well as in taking
    forward agreed influencing actions.
  • Ensure Governance and accountability is
    linked to both resilient livelihoods and humanitarian work of Oxfam and
    that Women’s rights is at the core.
  • Ensure that citizen and governance
    perspectives informs program choices in both development and emergency
    response towards reducing risk and building resilience.
  • The incumbent will father relevant
    information about changing circumstances and understandings regarding
    governance and accountability & incorporate it into Oxfam’s program
    ideas and approaches.
  • Support the Governance and accountability
    manager to develop and implement an effective governance program that
    engages citizens and CS esp. Women as agents of change and influence
  • Ensure that other programme thematic areas
    integrate issues of Governance and Accountability
2. Support Partners: 40%
  • Develop and implement a detailed plan for
    building the capacity of partners organisations and Oxfam staff to be able
    to meet Oxfam influencing program standards.
  • Carry out training, coaching and general
    assistance to partner organisations to develop their own expertise. Ensure
    that partner organisations work in accordance with Oxfam standards and
    objectives
  • Offer support to NGOs partners in
    program/project development through technical advice on participatory
    community engagement, district level consultation and project design
  • Conduct regular performance assessments and
    reviews of partner organisations, to ensure that the capacity building
    program is delivering agreed results, making necessary adjustments as
    circumstances change
  • Hold and/or participate in regular meetings
    with partner organisations, and stakeholders to ensure that the working
    relationship between them and Oxfam is positive, open and conducive to the
    successful achievement of agreed objectives.
  • Carry out regular and mutually agreed review
    visits to NGO partners and provide guidance on enhancing the quality of
    programmes.
  • Ensure that all action points/
    recommendations agreed upon with partners during programme reviews are
    followed through during programme implementation.
  • Support PMs on development and management of
    MoUs with Partners.
3. Implement the MEAL
System: 20%
  • Coordinate with internal advisors and staff
    for required input into supporting partners program development.
  • In charge of implementing systems and
    procedures for better management of partner organisations, especially for
    monitoring and reporting.
  • Work closely with the grant receiving NGO
    partners to mutually agree on detailed operational plans, budgets, indicators
    as well as monitoring, evaluation and learning framework in line with OCS
    plans and theory of change
  • Work in liaison with PQ & L Coordinator
    and thematic manager to ensure that the MEL Framework is effectively
    adopted by the partners and that monitoring data is well managed and
    readily available for programme quality control
Qualifications, Skills and Experience: 
  • The applicants for the Oxfam Governance and Accountability
    Programe Officer job opportunity should hold a Bachelor’s degree in a relevant
    field of study
  • Extensive knowledge of advocacy, Governance
    and Accountability (active citizenship) programming
  • Broad understanding of a “Rights Based
    Approach”;
  • Knowledge of Uganda’s civil society dynamic
    and the local government frameworks
  • Working knowledge of programme development
    and delivery approaches, tools, methodologies and best practices
  • Proven knowledge of and experience with donor
    funding environment and good financial and project management skills;
  • Knowledge of women’s rights
  • Excellent listening, communication and
    writing skills
  • Organisational and personal management
    skills, with ability to prioritise work issues to meet deadlines with
    minimal supervision and ability to adjust to constantly changing
    situations while maintaining focus on delivery and follow-through;
  • Proven capacity to network and build
    effective partnerships on programmes/project activities to meet set goals
    and targets
  • Excellent analytical and conceptual skills,
    commitment to “non-directive” styles of working and open minded.
  • Demonstrated ability to be results driven,
    have excellent prioritisation skills and be committed to meeting
    deadlines.
  • Willingness to work after working hours and
    ability to develop work plans.
  • Proven ability to train, facilitate and
    mentor different types of people with varying levels of understanding of
    the subject matter.
  • Ability to conduct gender analysis
