Job Summary: The Programme Officer will provide professional
technical guidance and support for programme design, planning and
implementation, management and evaluation of programme/project activities, data
analysis and progress reporting, in support of achievement of programme goals
and objectives.
Key Duties and Responsibilities: 
  • Ensure effective knowledge management and
    systems, information exchange and the development of training and orientation
    materials developed and deployed for strengthening of country programme
    management and activities.
  • In charge of conducting situation analysis to
    ensure they are prepared/updated, critical programme intervention points/measures
    identified, and programme work plans/recommendations prepared and
    incorporated to scale up community based, facility based and outreach
    maternal and new-born health interventions in the region. Programme
    reports prepared as required.
  • Commitment and institutional capacities of the
    national and local partners gained and established in planning and
    organising training programmes on accelerated EPI and ICCM.
  • Ensure effective partnerships and
    collaborations achieved and maintained for advocacy, technical
    cooperation, and programme development/management/coordination,
    information sharing and networking to ensure achievement of the
    Accelerated Child Survival & Development programme objectives.
  • The jobholder will also ensure that programme
    funds are optimally used. Actively contributes to the development and
    implementation of detailed RWPs, and budgets for scaling up maternal and
    new-born health, nutrition, EPI and HIV/AIDS interventions in the region.
  • Ensure that programme monitoring and
    evaluations are effectively conducted to improve programme performance,
    and programme status report timely prepared.
  • In charge of fully incorporating rights-based
    and results-based programming approaches into all phases of programme and
    projects processes.
  • In charge of fully incorporating rights
    perspective and advocacy at the community and family levels in policy
    analysis for establishing and elevating UNICEF’s credibility in national
    and international policy debates.
Qualifications, Skills and Experience:
  • The applicant for the United Nations UNICEF Programme
    Officer career opportunity should hold a University degree in Social
    Sciences, International Relations, Government, Public Administration,
    Public Policy, Public Health, Social Policy, Social Development, Community
    Development, or other relevant disciplines. Additional qualification in a
    health related discipline is highly recommended.
  • At least two years of professional field work
    experience in planning, programming, implementation monitoring and
    evaluation. Professional experience in child survival & health care is
    an added advantage.
  • Background/familiarity with Emergency is
    required.
  • Fluency in English is required.
