About DFID NU-TEC Program:
NU-TEC
Market Development (MD) is a five year DFID-funded programme that aims to
increase the incomes and climate resilience of poor men and women in northern
Uganda by (a) stimulating sustainable, pro-poor growth in selected agricultural
markets and (b) improving the position of poor men and women within these
market systems, to make them more inclusive for poor people. Palladium manages
the programme on behalf of DFID.
Key Duties and Responsibilities: 
  • The Agreements Officer will regularly review
    of the concept notes and supporting documentation to ensure completeness,
    consistency and adherence to the intervention fund terms;
  • Draft of the MoUs and Intervention Agreements
    which we have with our partners.
  • Keenly review project budgets and advise the
    Deputy Team Leader and Team Leader accordingly;
  • The incumbent will also review the Fiduciary
    Risk Assessment Reports to identify key risky areas;
  • Ensure that relevant special conditions are
    included in the Intervention Agreement;
  • Render support in the production of all
    documents and tools needed for the Intervention Agreement;
  • Help in drafting Intervention Agreements;
  • Support the development and implementation of
    the due diligence, monitoring and evaluation procedures of the Programme;
  • Support the team in making sure that progress
    reports (technical and financial) are submitted on time;
  • Keenly review, analyse and assess the
    Intervention Partner’s performance against KPIs as per intervention
    agreement;
  • Review Intervention Partner’s financial
    reports and request any additional supporting documentation;
  • Follow up on feedback sent to the
    Intervention Partner to ensure issues raised have been addressed;
  • Coordinate project expenditure verification
    and audit;
  • Prepare of the intervention funding
    allocation, disbursements, and forecast schedules as required;
  • Keenly track all financial disbursements to
    intervention partners;
  • Regularly review site visit reports and
    following up on action points.
  • Focus on continual improvement in the
    intervention fund management processes ensuring at all times that the
    intervention management function is operating efficiently and effectively;
  • Ensure that the Interventions Manual is up to
    date regarding intervention fund management policies and procedures.
Qualifications, Skills and Experience:
  • The applicant for the DFID NU-TEC Project
    Agreements Officer job opportunity should hold a Bachelor’s degree with a
    specialisation in management, finance/accounting or other relevant field;
  • At least two to three years previous
    experience in accounting and financial management;
  • Broad working knowledge of public sector loan
    processes including accounting and financial reporting;
  • At least two years of work experience in a
    developing country or similar environment (East Africa experience strongly
    preferred).
  • Demonstrated ability to interpret complex
    intervention funding requirements, submissions and budget projections;
  • Strong financial acumen;
  • Experience of working with DFID or other
    International Development organisations would be an asset.
  • Good negotiation and debating skills;
  • Excellent analytical skills;
  • Good team leadership, management and
    interpersonal skills;
  • Ability to work effectively under pressure
    and to manage competing priorities;
  • Outstanding team player and willingness to
    learn and support learning of others.
  • Ability to work with international teams;
  • Ability to operate in complex situations.
  • English language skills. Swahili is desired.
