About ExpandFP Project:
The
Bill & Melinda Gates Foundation awarded EngenderHealth a grant of $4.75
million to expand access to contraceptive implants in Tanzania, Uganda and
Democratic Republic of Congo (DRC), entitled ExpandFP that began in October
2013 and ending December 2017. Result areas include:
  • Capacity of providers to offer quality family
    planning (FP) services increased, with focus on implants
  • Quality of FP services improved, with a focus
    on implants
  • Access to FP increased, with focus on
    implants
Job Summary: The ExpandFP Project Manager takes the overall responsibility
for the organization, implementation and achievement of results of the project
at the country level. (S)he manages relationships with in-country stakeholders,
EngenderHealth Headquarters, partners, and other key organizations at the
national and district levels as appropriate. The incumbent will manage the
project at all levels, including programmatic direction, administration,
financial monitoring and implementation of the project activities in-country. The
incumbent will ensure compliance with donors’ and EngenderHealth’s regulations,
policies and procedures. The jobholder oversees and manages other project
personnel to effectively manage the project under the direction of the Uganda
Country Program Manager and Project Director for ExpandFP (matrix managed) .
Key Duties and Responsibilities: 
  • Manage the successful implementation of the
    project in close coordination with in-country counterparts;
    EngenderHealth’s management and technical project staff, partners, and
    other key stakeholders
  • Leads the development of workplan, activity
    plan and budget development.
  • Ensures timely and quality implementation of
    approved workplans and budgets
  • Manages local/district implementation,
    including supervision of project officers
  • Manages timely technical assistance efforts
    to support technical components of the project – provides technical
    assistance in his/her area of expertise as needed
  • Proactively communicates with Uganda Country
    Program Manager and Project Director for ExpandFP in all significant
    matters related to the performance of the project.
  • Represents the project at a local level to
    country partners to further the aims of the project
  • Coordinates project staff communication,
    including twice monthly teleconference meetings between local staff and NY
  • With monitoring and evaluation staff,
    complete quarterly and annual reports on project programmatic, financial,
    and operational matters
  • Ensures projects are implemented in a
    fiscally responsible manner and in full compliance with all laws,
    regulations, and EngenderHealth policies and procedures.
  • Represents project at country level to donor
    and other key external stakeholders. Reports on discussions with those
    officials to supervisors.
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a Master’s
    Degree or related advanced degree relevant to the field of public health,
    family planning and/or reproductive health (FP/RH).
  • At least five years of programmatic and
    technical experience in FP/RH and/or public health
  • A minimum of three years’ experience with
    coordination of donor programs
  • Demonstrated management, supervision and
    administrative skills working with technical, programmatic, monitoring and
    evaluation and finance staff and consultants
  • Excellent interpersonal skills, capable of
    supervising and managing teamwork and high-performing teams
  • Excellent English written and oral
    communication skills
  • Demonstrated working relationships with
    country officials from the public, private commercial, and/or NGO sectors
  • Ability to travel up to 25%-30% in-country
