About DFID NU-TEC Program:
NU-TEC
Market Development (MD) is a five year DFID-funded programme that aims to
increase the incomes and climate resilience of poor men and women in northern
Uganda by (a) stimulating sustainable, pro-poor growth in selected agricultural
markets and (b) improving the position of poor men and women within these
market systems, to make them more inclusive for poor people. Palladium manages
the programme on behalf of DFID.
Job Summary: The Monitoring and Results Management Assistant
will offer technical support in the research function of the NU-TEC MD
programme by collaborating with the Monitoring and Results Management Manager,
and Intervention Managers in implementing appropriate research methodologies
and information gathering approaches for interventions with private sector actors
designed to support economic growth and improved livelihoods. This position is
also responsible for contributing toward the project’s mainstreaming of gender
and social inclusion initiatives.
Key Duties and Responsibilities: 
  • The incumbent will support the Intervention
    Managers in developing monitoring plans for interventions with private
    sector actors within their market sectors;
  • Work in liaison with the MRM Manager to
    assist intervention managers in the design of effective study tools,
    methods and plans for gathering information that can inform programme
    strategies and capture impact information for interventions;
  • Render support in the creation of a strong
    and effective link between the Programme?s result measurement team and the
    intervention managers by collaborating with both in agreeing appropriate
    research approaches for interventions and supporting in the design of
    appropriate information gathering, analysis and dissemination strategies
    and tools;
  • Actively contribute to the programme
    strategies by providing data on intervention performance in a timely and
    accurate manner;
  • Offer timely support to the Intervention
    Managers in gathering relevant information for their supporting the
    Intervention Managers in conducting research and gathering information for
    their work with private sector actors in the various sectors and support
    in the implementation of their monitoring plans. S/he will work to ensure
    a culture of data use among programme staff and respond to their data
    needs. various interventions and identifying knowledge gaps where
    available and developing strategies to fill those gaps;
  • Send timely feedback on various reports and
    data analysis done from various studies to facilitate the production of
    internal progress reports as well as contribute to the overall programme
    reports for the donor.
Qualifications, Skills and Experience:
  • The applicant for the DFID NU-TEC Project Monitoring
    and Results Management Assistant job opportunity should hold a degree or
    similar qualification in Statistics, Economics or any other social science
    with a quantitative element;
  • Previous exposure and experience in
    designing, managing and implementing research projects;
  • Past exposure in inclusive development,
    including gender issues within an understanding of market systems
    development;
  • Prior exposure and experience in the
    development of surveys and data collection instruments for monitoring
    programmes;
  • Previous data analysis experience using
    Microsoft Excel or any other data analysis tool;
  • Previous experience in private sector
    development programmes would be of great advantage;
  • Working knowledge of the institutions and
    organizations and/or businesses that provide services to the agricultural
    sector in Uganda;
  • Experience or knowledge of relevant Northern
    Ugandan agricultural markets;
  • Fluency in speaking and understanding Langi
    or Acholi is desirable.
