About USAID Project: 
Under
the USAID Resilience Learning Project, Tufts University has been awarded a new
task order to set up the Karamoja Resilience Support Unit (KRSU) to provide
learning and policy support to the Karamoja Development Partner Group (KDPG) in
Uganda.
Job Summary: The Senior Resilience Advisor will provide
technical support and guidance for all KRSU learning activities and make
recommendations for and lead in the development of resilience strategies and
programs for the KDPG.
Key Duties and Responsibilities: 
  • Provide day-today technical support to
    mission and KPDG on resilience strategies, technical coordination, good
    practice and policy, including full participation in KPDG and mission
    events
  • Selected technical and mentoring support to
    the Government of Uganda (GOU)
  • The incumbent will support or lead impact
    assessments, reviews and policy analysis
  • Collaborative reviews of USAID, KDPG and GOU
    resilience activities in Karamoja and the region; develop report(s) and briefing
    papers from the reviews
  • Identify good practice in resilience
    programming and work with USAID and the KDPG to incorporate these into
    their programing strategies including the 2016 Country Development and
    Cooperation Strategy (CDCS)
  • Oversee the process of Identifying livelihood
    risk profiles to inform the design and targeting of resilience
    interventions
  • Work closely with GOU and KDPG and advise on
    how to better coordinate investments and programming and align these with
    the GOU and the Country Programming Paper.
  • Support the KDPG and GOU to make better use of
    evidence in designing policies, strategies or programs
  • Support the KRSU and KDPG to identify
    priority research and learning needs and design studies, training and
    learning events to address these; including the preparation of Terms of
    Reference and Scopes of Work.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Master’s
    degree in developments studies or related field. Possession of a PhD in
    relevant discipline such as animal production systems, animal health,
    livestock marketing, rangeland sciences or social sciences with a specific
    focus on pastoralist areas is preferred
  • A minimum of twenty years’ experience working
    in a technical capacity in the pastoralist areas of the Horn of Africa.
    This could include working in a technical capacity for a research or
    development organization or government Ministry.
  • Demonstrated analysis and report writing
    skills
  • Demonstrated experience in research design
    and implementation
  • Excellent presentation skills
  • Specific work or research experience in the
    Karamoja region is desired
  • Past exposure and experience in policy
    processes and policy analysis is an added advantage
  • Proficiency in spoken Ngakaramojong highly
    desirable
  • Preference will be given to qualified Ugandan
    candidates
