WellShare is currently implementing the Advancing Community Based Access to
Injectable Contraceptives in Uganda program in Busoga and Teso Regions through
Advancing Partners & Communities to build the capacity of two districts
(Iganga and Kumi) to deliver high quality community-based family planning,
including community-based access to injectable contraceptives.
Job Summary: The Senior Finance/Administration Officer provides
organizational support in financial, administrative, human resources, and
logistical management to the WellShare Iganga field office. The jobholder implements
best practices for organizational systems; creates, implements, monitors and
assures compliance with organizational policies and procedures, including
financial, operational, security, procurement and human resources.
Key Duties and Responsibilities: 
  • Serve as the organization’s financial
    compliance authority, develops and maintains internal financial controls
    and trains staff on best practices
  • The jobholder manages the day-to-day financial
    systems and activities at the Iganga Office and for the UCBI project
    including expense management cash flow, banking, internal transfers,
    purchasing, advance payments, vendor payments, review of accountabilities,
    preparation of payroll, budgeting, grant and fund accounting, and
    reporting.
  • Prepares and submits financial reports as
    required by GOU law to in-country donors and HQ, as well as payment
    registration, filing and payment of Income Tax, PAYE, NSSF, and VAT.
  • Establishes operating procedures, oversees
    in-country procurement (equipment commodities, and supplies), fixed asset
    control, and compliance
  • Manages organizational information and
    technology (IT), including protecting IT resources
  • The jobholder controls in-country vehicle
    fleet in collaboration with the driver; manages facilities, maintains
    insurance coverage, worker’s compensation, etc.
  • Responsible for security management of staff
    and assets. Supervises Iganga office support staff (Guards and Driver) and
    Program Officer.
  • Member of the Country Management team;
    actively participates in Quarterly CMT meetings and advises Country
    Director on Finance/Operational issues Provides logistical support to the Program
    Manager (PM) to carry out   training and
    field activities (including support supervision, quarterly review
    meetings, cascading trainings and district meetings).
  • Supports the PM in strengthening the Family
    Planning logistics supply chain system at district and health center.
  • Supports the Country Director in managing
    human Resources and        in the
    development and maintenance of personnel policies and procedures:
Qualifications, Skills and Experience: 
  • The applicant should ideally hold a Bachelor’s
    degree in Business Administration, Project Administration/Management
    Accounting, or related field, Master’s degree preferred.
  • ACCA certified and/or Certified Public
    Accountant required.
  • At least five years; experience executing
    operational, administrative and financial duties and significant
    experience managing accounting systems for an international non-governmental
    organization.
  • Working knowledge of USG rules and
    regulations, and developing and tracking budgets for USAID funded programs
    desired.
  • Broad knowledge and understanding of foreign
    tax issues for international organizations, including Income Tax, PAYE, and
    VAT.
  • Advanced computer skills, including the
    ability to type quickly and to use Microsoft Office products/(Excel
    essential), email, and internet
  • Working knowledge and experience in
    QuickBooks accounting software is required.
  • Demonstrated leadership and/or supervisory
    experience.
  • Fluency in English (written & spoken);
    proficiency in local language, preferably Lusoga.
