scale farming can feed the world and reduce rural poverty while respecting the
limits of the earth. VECO East Africa seeks to contribute to viable livelihoods
and empowerment of organised small scale farmers through improved income from
sustainable agriculture. VECO facilitates sustainable Agricultural Chain
Development with small scale farmers and private sector in East Africa. We
support small scale farmers in their ambitions to feed a growing world
population.
Job Summary: The SSD Programme Officer will mainly improve the competitiveness
of local grain sub-sector within the country and region as whole.  The jobholder will plan, implement, monitor
and adjust innovation/change pathways in selected pilot chains aiming at
improving farmers’ access to markets which provide better returns for their
crops (staples). He / she will also plan, coordinate, implement and monitor
actions leading to structural changes for improving the competitiveness of the
staples sub-sector for Uganda. The incumbent will develop and ensure effective
working relationships with all key stakeholders, including government.
Key Duties and Responsibilities: 
Technical support and
linkages:
  • Provide and facilitate technical support to
    partners and Farmers organizations in matters related to agribusiness
    development.
  • Identify market channels and determine the
    most promising market actors to work with.
  • Identify and address value chain financing
    challenges facing farmers’ organizations in the region.
Programme Development: Support the
Programme Coordinator with programme development and new funding opportunities
through data gathering, assessments, proposal writing etc.
Network Development:
  • In charge of developing, expanding and
    maintaining effective and efficient networks with relevant value chain
    actors within the region and outside the region.
  • Actively participate in the District Local
    Governments’ agriculture sector planning to influence change in response to
    the needs of rural farmers.
  • Functioning as the interface between VECO and
    partners in the projects.
Reporting and
Documentation
:
  • Compile monthly, quarterly and annual project
    reports.
  • Make time to reflect on the project and
    document cases studies, successes and challenges.
Programme Learning and
Accountability:
  • Contributes to internal and external
    knowledge management;
  • Actively participates in knowledge
    development / expertise groups and in external and internal networks;
  • Ensures lessons learned being shared and
    applied in daily practice;
Qualifications, Skills and Experience: 
  • The applicant for the SSD Programme Officer
    job placement should hold a Master’s degree in Agriculture, Economics,
    Development Studies or equivalent by experience. Possession of a post
    graduate training in project planning and management is essential
  • A minimum of three years of relevant working
    experience, preferably in Value Chain Development
  • Previous exposure and experience working with
    Framers Organizations and Private Sector is a must.
  • Prior experience as an entrepreneur or farmer
    is an added asset
  • Comprehensive knowledge and understanding of
    the functioning of value chains from production to consumption and of
    their institutional environment
  • Broad knowledge and understanding of sourcing
    policies of companies
  • Detailed understanding of national and global
    market dynamics
  • Broad working knowledge and understanding of
    dynamics at the level of FO
  • The jobholder should have knowledge to apply
    methods to improve professionalism in all parts of the chain.
  • Communicates clearly in a variety of settings
    and styles and has good networking skills
  • Listens actively
  • The incumbent should have ability to persuade
    and inspire individuals and groups.
  • Can get messages across that have the desired
    effect
  • Is creative and has a sense for innovation
    and experiments
