Business and Technical Examinations Board (UBTEB) is one of the national
Examinations Boards in Uganda whose mandate is to streamline, regulate,
coordinate and conduct credible examinations and award Certificates and
Diplomas in the Business, Technical and Vocational professions. The Board
therefore conducts Business, Technical and Vocational examinations, including
Applied Science specialties such as Biological Sciences (Agricultural,
Fisheries, Wildlife, Forestry, Bee keeping and other related fields), Physical
Sciences (Meteorology, Surveys and Land Management, and other related fields),
Cooperative, Social Development, Hotel, Catering and Tourism.
Job Summary: The Senior Procurement Officer will coordinate and
oversee the procurement of goods, works or service and advise management on
procurement processes and procedures of Uganda Business and Technical
Examinations Board (UBTEB).
Key Duties and Responsibilities: 
  • The incumbent will oversee all procurement or
    disposal activities of the procuring and disposing entity except
    adjudication and the award of contracts;
  • Offer technical support in the functioning of
    the Contracts Committee;
  • Implement the decisions of the Contracts
    Committee;
  • Work closely with PPDA on matters within its
    jurisdiction;
  • Serve as the Secretary to the Contracts
    Committee;
  • Plan the procurement and disposal activities
    of the Board;
  • Recommend procurement and disposal
    procedures;
  • Regularly check and prepare statements of
    requirements;
  • Prepare bid documents;
  • Prepare advertisements of bid opportunities;
  • Issue bidding documents;
  • Maintain a providers list;
  • Prepare contract documents;
  • Issue approved contract documents;
  • Maintain and archive records of the
    procurement and disposal process;
  • Prepare and submit monthly reports for the
    Contracts Committee;
  • Co-ordinate the procurement and disposal
    activities of all the departments of the Board;
  • Prepare any other such reports as may be
    required from time to time.
  • Supervise, mentor and appraise direct
    reportees in the unit
  • Enforcing adhering to procurement regulations
    (Government or Donor);
  • Perform any other duties as assigned by the Executive
    Secretary or his designate.
Qualifications, Skills and Experience: 
  • The prospective employee for the Senior
    Procurement Officer job placement should hold an Honours Bachelor’s Degree
    in Procurement/Purchasing and supply Chain Management, Business
    Administration with procurement option or in any other related discipline
    with a Possession of Postgraduate Diploma in Procurement and supply Chain
    Management from a recognised institution.
  • A Masters Degree in any related field from a
    recognised institution.
  • The applicant must be a Certified member of
    Institute of Purchasing and Supply Chain Management
  • At least four years’ experience in managing
    procurement and disposal of assets in a public or large private sector
    organization;
  • Broad working knowledge of PPDA Act and
    Regulations
  • Demonstrated skills in the preparation of
    solicitation documents, evaluation of bids/proposals and selection of
    suppliers/consultants.
  • Critical thinking and high analytical skills
  • Ability to work with minimum supervision
  • Excellent interpersonal skills
  • Excellent communication skills
  • Impeccable level of integrity
  • Computer literacy skills
  • Age: Between 30-50 years.
