About US:
The
Ministry of Gender Labour and Social Development (MGLSD) has been leading
efforts to promote a coordinated approach to social protection in Uganda. These
efforts culminated in the design and implementation of the Expanding Social
Protection (ESP) programme with financial and technical support from GoU, DFID,
Irish Aid and UNICEF. Its goal is to reduce chronic poverty and improve life
chances for poor men, women and children in Uganda. The purpose is to embed a
national social protection system, including social assistance for the poorest and
most vulnerable, as a core element of Uganda’s national planning and budgeting
processes.
Phase
1 of the ESP programme was implemented through a Social Protection Secretariat
which was established in 2010 under the Directorate of Social Protection of the
Ministry. The objectives of Phase 1 included piloting Social Assistance Grants
in 15 districts and capacity building. ESP is now transitioning to Phase II in
which the program will expand to cover a total of 55 districts during the next
five years and be implemented by a Programme Management Unit (PMU), supported
by regional offices in Gulu, Kaberamaido, Kamuli, Kiboga, Kyenjojo, Moroto and
Nebbi.
Job Summary: The RTSU Coordinator / Senior Operations Officer
will offer technical and operational leadership at the regional level. The
jobholder manages and supports the implementation, coordination, reporting,
trainings, registration, enrolment, payments, grievance and complaints
management, change management and compliance with Expanding social protection
programme guidelines. The incumbent will also build and maintain good working
relationships and effective coordination between the Regional and district
level implementation structures of SAGE.
Key Duties and Responsibilities:
  • Act as the main point of contact and
    collaboration in the region supporting the PMU in implementation of Social
    Assistance Grants for Empowerment Liaise with partners, government, and
    other key stakeholders at the district
  • Manage the project team in the region and
    ensure strong communication and coordination with and between all team
    members, promote transparency and proper coordination as a means to
    effectively achieve program objectives.
  • Significantly contribute to the development
    of detailed SAGE Regional annual work plan in consultation with the PMU.
  • In charge of coordinating programme
    activities with other government departments, donor, NGOs and CBOs through
    regular meetings.
  • Ensure compliance to SAGE guidelines and
    policies by the implementing team.
  • In charge of delivering training to LG staff,
    quality assurance of training activities at lower levels and providing
    inputs for improving based on documented field experiences.::
  • Works in liaison with the DCDO and Senior CDO
    SAGE in ensuring clear performance management of all LG duty bearers in
    delivering SAGE.
  • Ensure timely, high-quality and complete
    submission of work plans, quarterly and annual reports, financial reports,
    and any other reports required.
  • Actively participate in regular -District
    Local Government activities such as staff meetings and give technical
    update sessions to popularise the programme with the Local Government,
    Civil Society Organizations and the general public
  • Ensure establishment anu maintenance of
    healthy relationships with the districts within the region.
  • Ensuring that MIS is regularly updated and
    actively used with timely submission of reports.
  • Responsible for performance management of all
    SAGE staff at the regional level.
  • Ensure the M&E activities are carried out
    on a regular basis and reporting is on time and of high quality.
  • Ensure that programme resources and assets in
    the district are put to sensible and optimal use as the accounting
    officer.
  • Manage the performance of the PSP agents and
    ensure compliance to payment guidelines for SAGE beneficiaries,
  • Responsible for reporting and bring to the
    attention of ESP secretariat any fraud related to use operational funds
    and beneficiary payments as per the fraud policy.
  • Coordinates the regional communication/public
    information campaign in consultation with the SPO (Communications and
    advocacy).
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a bachelor’s
    Degree in Social Work and Social Administration, development studies,
    adult and community education, social science, Public Administration or an
    equivalent profession. Possession of a post graduate diploma in a relevant
    field will be an added advantage.
  • At least five years’ relevant experience in community
    programing or development experience working with governments,
    non-governmental organisations and/or research institutions in Uganda
  • Possess good facilitation and training skills
  • Team management, relationship management
  • Excellent communication and interpersonal
    skills
