thirty countries.
Job Summary: The Regional Procurement Referent East Africa will
act as the first line support to the coordination offices in the countries in
his/her region (East Africa: 6 countries/9M€), the regional procurement
referent monitors and evaluates the proper enforcement of the MSF local
purchasing procedure through adequate awareness-raising measures, training and
monitoring. The incumbent will be responsible for the identification of
possible purchasing synergies within the missions of his region and for leading
directly these purchases.
Key Duties and Responsibilities: 
1. Support to the
logistics, supply and pharma coordinators of the missions:
  • In charge of spreading the purchasing good
    practices defined by the supply department and to train and coach the
    teams in their proper implementation.
  • The jobholder advises and coaches the
    coordinators responsible of the supply chain in his countries in building
    the mission procurement strategy (analysis of the purchasing volume,
    prioritization, purchasing strategy for each commodity, localization etc).
  • Provides direct support to the field on
    specific purchases with high stakes at the request of the coordination.
  • Assesses the local purchasing situation of
    the countries, sets up a mid-term improvement plan and coaches the teams
    in its implementation.
  • Guides the coordinators on the clarification
    of roles and responsibilities in the purchasing organization of their
    mission.
  • Participates in the continuous training of
    the teams
  • At the request of the coordination, he/she
    may participate in the recruitment or the assessment of the technical
    level of the teams involved in the purchasing process and contributes to
    the definition of the personalized training program or proposes specific
    training.
2. Regional Visibility:
  • Ensures a continuous monitoring and recording
    of the suppliers in a position to fulfill the inter-mission needs
    (strategic suppliers).
  • Builds a regional visibility on the
    purchasing volumes, highlights the potential synergies, defines the
    adequate strategy and leads directly these purchases.
  • Mobilizes for any emergency in his regional
    geographic location.
  • The incumbent analyses his activity for all
    his countries at least once a year.
  • Prepares and submits visit reports and yearly
    activity reports.
3. With the regional
technical coordinators:
  • Records, keeps up to date and sends regularly
    to the fields the validated sources of the region.
  • Provide support to the regional technical
    coordinators during the market assessment with his commercial skills.
  • Based on his knowledge of the missions’
    contexts and purchasing stakes, he/she can advise the regional technical
    coordinators on the market assessments priorities.
4. With the MSF buyers
network:
  • Communicates with MSF Logistique’s (supply
    center based in Bordeaux) buyers for the purchases that impact
    international suppliers.
  • The jobholder builds and maintains regular
    contacts with the other MSF teams involved in purchases in the region.
5. With the supply
department:
  • For any matter related to other supply topics
    (transportation, customs, stock), he/she refers to the supply department
    referents.
  • As a preferred intermediary between the
    supply department and the field, he/she gives to the supply department all
    relevant information from the field linked to local purchase.
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Master’s
    level or equivalent degree in business, procurement, supply or equivalent
  • Significant experience in the humanitarian
    sector (2 years minimum) on the field in a logistics or supply
    coordination position is required.
  • At least two years’ experience in a buyer
    position or equivalent in another line of business is required.
  • Good financial analysis skills
  • Skilled in drafting purchase contracts
  • Good negotiation skills
  • Good management skills
  • Proficient use of Excel
  • Excellent analytical and synthetical skills
  • Good networking and team spirit. Ability to
    work with a lot of interferences
  • Conscientiousness and accuracy
  • Pedagogy
  • Languages: Fluency in French and English is
    required
