Key Duties and Responsibilities: 
  • Responsible for preparing and maintaining
    data and documentation to support the Ministry in Quantity Surveying
    matters.
  • Estimating for Construction Project
    Appraisals and Budgets;
  • Ensuring Progress and final project reports,
    valuations for Interim and final payment on building works and consultancy
    services contracts In charge of analyzing and contract documents for
    building works and consultancy services;
  • In charge of analyzing and recommendation for
    settlement of contractual disputes; and
  • Preparing Briefs for use in court for
    settlement of litigation in building contracts.
  • Rendering cost planning and cost control of
    building projects;
  • Managing competitive procurement of
    consultants and contractors on Building projects;
  • In charge of monitoring Compliance of
    consultants for Quantity Surveying services with minimum standards;
  • Responsible for checking consultants and
    contractors’ claims for interim and final payments to ensure value for
    money;
  • Analyzing contractual disputes to enable
    parties resolve them without resorting to court litigation;
  • Providing office and field training to
    industrial trainees and staff intakes on probation.
  • Preparing Bid documents for building works
    and consultancy services;
  • In charge of preparing evaluation reports
    with recommendations for award of contracts for building works and
    consultancy services;
  • Perform any other duties as may be assigned
    from time to time.
Qualifications, Skills and Experience: 
  • The applicant should be a Ugandan who an
    Honours Bachelor’s Degree in either Building Economics or Quantity
    Surveying from a recognized University. A Post Graduate Qualification in a
    related field will be an added advantage.
  • The applicant should hold Membership with a
    local Professional Institution;
  • Age: Above 21 years

Application
forms should bear the title of the post followed by the Reference Number
specified against the vacancy. The appropriate Advert Title e.g. “PSC External
Advert. No. 1/2016” should be indicated in capital letters on the top of each
first page of the Public Service Form No. 3 (2008). Applicants should attach
three sets of photocopies of their certificates and testimonials. Applicants subsequently
shortlisted for oral interviews shall be required to present certified copies
and originals of their academic transcripts and certificates at the time of
sitting the Oral Interviews and their names will be shown on the PSC website
and on  the PSC noticeboard.

apply for a maximum of only two (2) posts clearly indicating the first and

NB: Serving officers already appointed in the Public
Service shall not be considered for this entry level position.
