Public Service Commission was established under the provisions of Article
165(1) of the 1995 Constitution. The Public Service Commission has a mission “To

- Performing the functions of Secretary,
National Road Council - Operationalising and reviewing of the Traffic
and Road Safety Act 1998 and the related regulations; - Responsible for preparing sensitization and
awareness campaigns for road transport; - In charge of coordinating road safety
activities by the different stakeholders; - Participating in search and rescue operations
of road accidents in liaison with the relevant agencies; - Coordinating road accident investigations and
preparing periodical accident reports; - In charge of coordinating Road Safety Audits;
- Work closely with other local, regional and
international Organizations on safety - Perform any other duties as may be assigned
from time to time.
- The applicant should preferably be Ugandans
holding an Honours Bachelors Degree in either Arts or Social Sciences or
Law or Engineering. Possession of a minimum of a Postgraduate Diploma in
either Public Administration or Humanities or Highway Engineering or
Transport Management or Environmental Safety from a recognized University
or Institution will be an added advantage. - A minimum of six (6) years relevant working
experience in surface transport safety issues three (3) of which should
have been gained at the level of Senior Officer in Government or
equivalent level of experience from a reputable organization. - Age: Above 25 years
orientation, Ethics and Integrity, Interpersonal, Communication and Computer Skills,
ability to adapt to multi-cultural setting, innovation concern for quality,
standards technical, Interpersonal skills, ability to coach subordinates and
report writing skills, Strategic thinking, negotiation skills, team building,
conflict management, policy development, change management, Research and report
writing project management and technical skills.
