Job Summary: The Monitoring & Evaluation (M&E) Manager
will primarily lead Educate!’s M&E team as a critical partner in the
organization’s scale up. The incumbent 
will lead the continued build out of a scaleable and efficient M&E
System, in order to provide the information to both improve the program with
frequent performance data and evaluate its impact longterm impact. The M&E
Manager will be at the center of this work, researching, designing, and
evaluating the systems used at Educate!. Educate! aspires to be best in class
in M&E in the youth space, effectively proving educations’ impact on life
outcomes, and this drive for information to both prove and improve its program
distinguishes Educate! from other organizations. The jobholder will manage
support the Uganda M&E and must be knowledgeable in both quantitative &
qualitative M&E approaches, to drive its trendsetting work forward.
Key Duties and Responsibilities: 
1. M&E Strategy and
Research (40%)
  • Develop and oversee monitoring systems to
    track success of program implementation.
  • The incumbent will also design research and
    evaluation efforts to assess the impact of Educate!’s programs.
  • Improve data systems collection, storage, use
    – to increase effectiveness and scalability of M&E systems.
  • Mentor and supervise a team of 3 fulltime staff.
2. Monitoring &
Evaluation Implementation (40%)
  • Carry out and oversee analysis of data from
    day-to-day M&E activities as well as the ongoing
  • ILO-funded impact evaluation of the Educate!
    experience program.
  • Prepare and submit high quality reports for internal
    and external audiences.
  • Build an organizational knowledge base
    through research and partnerships.
  • Develop and sustain a partnership with at
    least one top tier international academic/research institution to provide
    additional evaluation technical support.
3. Organization Strategic
Planning & Reporting (10%)
  • Use data to make programmatic recommendations
    to Educate!’s senior leadership.
  • Work closely with management team to set
    program milestones and Key Performance Indicators.
  • Manage impact narrative for external
    communications including donors, government, and partners.
4. Operational Systems
Support (10%)
  • Explore and provide recommendations for
    innovative technologies to streamline monitoring, evaluation and other
    operational functions.
  • Build the staff capacity through training and
    technical assistance for accurate data collection and reporting.
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Bachelor’s
    degree in quantitative discipline (preferably in Social Science,
    Economics, or Statistics),
  • Possession of a Master’s degree is preferred
  • A minimum of three years of professional
    experience in the field of Monitoring and Evaluation
  • Broad working knowledge of major quantitative
    & qualitative monitoring methodologies and proven ability to design
    monitoring instrumentation tools
  • Extensive knowledge in (quasi) experimental
    program evaluation designs
  • Broad experience in the design and
    implementation of capacity building activities in M&E
  • High level of proficiency in Windows Excel
    and/ or Statistical Software (SPSS, STATA)
  • Advanced skills in data analysis presentation
    and report writing
  • Excellent analytical skills combined with a
    proactive, energetic approach to problem solving
  • Be proactively self-engaged in research and
    innovations in the field of M&E
  • Ability to excel in an entrepreneurial,
    rapidly growing and independent environment with minimal supervision
  • Eagerly jump on opportunities to exceed
    expectations and solve new challenges autonomously
  • Show commitment to the professional
    development of him/herself, developing new skills whenever necessary
