the livelihoods of the most vulnerable members of the community through
agricultural transformation, learning to improve and expand their focus towards
skilled, transparent and business-minded members of the community in northern
Uganda. It achieves this through; sustainable farming practices, Livestock
farming, Environmental protection and conservation practices, Support provision
of education and skills, Support provision of health and sanitation services to
the target communities, Land rights awareness, Implementation of enterprise
development and income generation activities; and advocacy for promotion
child/widows protection policies among others.
About Project:
TAOU
is undertaking a project named Agri-Enterprise in Sunflower, Soya bean, Simsim
and Sorghum for small scale farmers to be implemented over three years with
relevant district structures in Pader district commencing on 1st April 2016.
This district face the challenges from climate change induced prolonged
droughts and food insecurity as well as refugee influx as a result of conflict
in the neighbouring state of South Sudan.
Job Summary: The Monitoring and Evaluation Officer will work
closely with the Monitoring and Evaluation Administrator to build the capacity
of staff and Data Collectors to strengthen their respective M&E mechanisms
and systems to contribute effectively to programmatic M&E objectives. The Monitoring
and Evaluation Officer will be analysing, monitoring and evaluating information
and lessons learned from implementation of the Project and must be fluent Luo
or Acholi. The incumbent will also analyse Activity achievements in relation to
the project design and provide an updated understanding of the results from the
information analysed. The M&E Officer will support the Project Coordinator
and the M&E Administrator to provide the project with analysis and
recommendations so that they may target interventions that increase the
quantity and quality of Sunflower, Soya bean, Simsim and Sorghum produced by
the project beneficiaries.
Key Duties and Responsibilities: 
  • Provide technical support and guidance to
    project teams and partners with planning the design and implementation of
    baselines/midlines, key impact assessments and other data requirements to
    support programme analysis, the development and use of monitoring tools
    and instruments, as well as reporting of programme progress.
  • Provide guidance and support to partners and
    staff in the development and implementation of M&E system and tools
  • Support the responsible persons and the
    project team in identifying relevant M&E systems that need
    strengthening and aligning to the requirements of the individual thematic
    areas in the programme and overall TAOU’s M&E requirements, paying
    attention to community participation.
  • Organize relevant trainings and other
    capacity building events for staff, data collectors and partners to carry
    out M&E to required standards
  • Carry out periodic monitoring and technical
    support visits to assess progress against agreed M&E indicators and
    recommend corrective actions as appropriate.
  • Render support to the Project Manager in the
    reporting function and ensure that reporting and other donor requirements
    are met in line with TAOU and TAO requirements
  • Significantly contribute to the project
    learning by preparing, disseminating and analyzing data, key impact
    stories, lessons learnt, good practices, and statistical, qualitative and
    anecdotal evidences derived from the project
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Bachelor’s
    degree in Statistics, Social Sciences or relevant discipline
  • At least five years’ experience and
    demonstrable skills in designing and implementing M&E frame works
  • Broad working knowledge of evidence based
    monitoring and evaluation frameworks, tools and programmes with emphasis
    on participatory and partnership based M&E approaches
  • Familiarity with project cycle management and
    specifically monitoring and Evaluation
  • Exceptional conceptual, critical, analytical
    thinking, critical thinking, report writing, planning and interpersonal
    self-awareness and communication (oral and written)
  • Broad working knowledge of ICT application
    and development especially spreadsheets, and databases etc.
  • Strong leadership skills and ability to
    effectively interact with a wide range of people from
