Job Summary: The Medical Officer – Health Assessment Programme
(HAP) Coordinator will be responsible for the implementation of health
assessment activities and other public health initiatives in Uganda. All
activities will be carried out in coordination with the relevant departments in
the mission, Headquarters (HQs), RO and relevant partners.

Key Duties and Responsibilities:
- Offer technical and management support,
monitoring, and quality assurance towards the implementation of health
assessment activities in Uganda. - Ensure that migration health assessment
programmes fulfill the requirements and technical instructions of the
resettlement and immigration countries, including supervision and
standardization of all aspects of the health assessment process, e.g. TB
diagnostics, radiology procedures, sputum collection, laboratory
investigations, medical treatment and referrals to specialists,
documentation, data collection and health informatics processes. - Render support in the implementation of and
ensure adherence to IOM Standard Operating Procedures (SOPs) for Quality
assurance and control and the adequate reporting of incidents in the
established Global Incident Reporting System. - Assist in promoting a client friendly HAP in
the mission, e.g. services can be accessed easily, are well understood by
clients, addressed gender specific matters, and are delivered at
affordable rates. - Manage Migration Health Division (MHD) and
noMHD staff involved in the health assessment process and ensure that
training and staff development are addressed, and performance evaluations
are done in time. - Carry out regular field visits to health
assessment operation sites to monitor progress of activities and generate
periodic reports. - Coordinate with partner hospitals,
laboratories and other service providers engaged in the health assessment
process to perform according to IOMs standards with respect to quality
diagnostic services, treatment and preventive health services. - Supervise quality of medical procurement
related to the health assessment programmes. - Maintain dialogue and regular meetings with
collaborating hospitals, laboratories and other health facilities to
ensure optimal performance and quality control. - Maintain regular liaison and consult with
government counterparts, UN agencies and other partners on health
assessment strategies and policies at country level as well as capitalize
on IOM strengths across all service areas within the overall framework of
IOMs point Strategy adopted by IOM Members States (June 2007). - Keenly monitor the budget and propose
corrective measures in coordination with the missions Resource Management
Officer, COM, MHD HQ and RO. - Participate in IOMs Regional Strategy in meetings,
workshops, international conferences and as required write reports,
presentations and background documents, etc., and also at the country
level in consultation with the COM. - Support COM in the integration of health
assessment activities into the overall migration related programming of
the Mission, where appropriate, through close collaboration with the
various departments and units at the field level. Assist IOM colleagues in
understanding the link between the Health Assessment Programme with the two
other core MHD programme areas – Health Promotion and Assistance to
Migrants, and Migration Health Assistance Affected Populations. - Assure periodic, as well as hoc reporting to
MHD, for the Migration Health (MH) activities. Organize the collection,
processing and analyses of migration health data and ensure a systematic
approach in data handling and contribute to drafting report, articles,
etc. as required. - Maintain confidentiality and security of
migration health data and prevent fraud throughout the health assessment
process. - Assist the mission in expanding its migration
health portfolio and actively in the country, including migrant
populations affected by crisis in coordination with RO and COM. - Perform such other duties as may be assigned.
Qualifications, Skills and Experience:
- The ideal candidate for the International
Organization for Migration (IOM) Project Officer career opportunity should
hold a University degree in Medicine from an accredited academic
institution with at least seven years of relevant professional experience;
or University degree in Medicine from an accredited academic institution with
a Master’s Degree in Public Health, Medical Specialization in Pulmonology,
Internal Medicine (including specialties of internal medicine group), Paediatrics,
Emergency Medicine, Infectious Diseases or other related fields from an
accredited academic institution with five years of relevant professional
experience. - Previous experience in the domain of public
health; - Field based work experience in migration
health, including health assessment programmes management and
implementation, and solid understanding of tuberculosis diagnostics and
management; - Proven exposure and experience in the development,
implementation, analysis and evaluation of health programmes and
protocols; team leader and programme management including budget planning
and monitoring. - Languages: Fluency in English is required.
