• Plan and perform reviews of IT general and
  application controls, including supporting integrated audits and system
  development and implementation reviews;
• The jobholder will assess Commission systems/
  processes to identify key control points and risks that affect the
  achievement of the Commission objectives;
• Provide IT technical audit services and
  consulting relative to IT internal control practices for PC-Client, Web
  and legacy applications in distributed networks and multi-platform
  environments (mainframe and server-based operating systems, database
  management and data and telecommunications network technologies);
• Carry out the systems audit planning process,
  assist in the development of audit objectives and carry out detailed test
  procedures that effectively address key controls and risks;
• Draft and produce audit reports and
  conclusions, discuss potential issues with clients, prepare, and deliver
  other summary communication documents as required. Conduct follow up
  audits to establish implementations of previous audit recommendations.
• Perform risk assessment to ensure that
  systems are in place, major risks of the organization are identified and
  analyzed;
• Carry out any other audits and investigate IT
  or computer frauds and abuse according to the Standards for the
  Professional Practice framework for Internal auditing issued by the
  Institute of Internal Auditors (IIA);          
• Significantly contribute to the audit reviews
  of the Telecom and Courier operators’ compliance to the Licensing
  obligations as per the License agreements, the Uganda Communications act
  2013 and relevant laws;
• Perform any other duties as assigned by the Manager
  Internal and Systems Audit      .

• The applicant for the Senior Officer, Systems
  Audit vacancy should preferably hold a Master’s Degree in ICT, Computer
  science or a related field A Bachelor’s degree in IT related field or
  Business Computing
• Possession of professional Certification in
  any of the following Certified Internal Auditor (CIA), Certified Public
  Accountant (CPA) and Certified Information System Auditor (CISA) CRISK,
  CIRM
• At least four years of professional auditing,
  two of which should be in auditing IT Systems; in a similar corporate
  setting
• Skilled in conducting IT systems audits
• Audit planning and implementation
• Quality assurance
• Good investigation skills
• Financial Management skills
• Excellent communication skills
• Good interpersonal skills
• Impeccable level of integrity
