About Global Innovation Centre:
In
January 2014, UNICEF set up a cross-sectoral Global Innovation Centre. The
vision of the newly established Global Innovation Centre is enabling
exponential change in reducing inequities and achieving programme effectiveness
and results for children. It focuses on innovations that benefit the most
deprived people, and the areas with the highest level of inequity, specifically
focusing on technologies, tools and solutions that can be deployed and used in
remote areas and by people who do not have access to feature technology.
UNICEF’s Innovation Centre focuses on development and global scale of generic
solutions, and in close collaboration with UNICEF Country Offices supports the
set-up and roll-out of those innovations, specifically in the following main
areas:
  • Real-time information: Development and scale-up of
    innovations to provide real-time information to UNICEF programs and
    increase transparency and accountability.
  • Access to information and Quality Learning:
    Development and scale-up innovative solutions to provide improved access
    to information and quality education.
  • Youth engagement: Scale-up of U-Report and
    partnerships to promote youth engagement
Job Summary: The Global Product Manager – Real Time Information
Portfolio will provide product related support towards the further development
and global roll-out of Innovations in the UNICEF. The consultant will oversee
and manage the Real Time Information Portfolio, support the further technical
development of RapidPro and other globally-supported innovations. Furthermore, the
consultant will also support the identification, conceptualization and
prototyping of new innovations based on new technologies and the needs of
UNICEF programs. As the Global Product Manager – Real Time Information
Portfolio, the consultant will therefore need to work with multiple projects,
partners, vendors and ongoing plus new initiatives simultaneously.
Key Duties and Responsibilities: 
1. Development and
management of Real Time Information portfolio:
  • Establish narrative and scale up strategy and
    roadmaps for ongoing plus new real time information tools, including
    RapidPro, U-Report, EduTrac/TracPro, ChatPro, EUMS.
Delivery:
Documents, roadmaps, project plans and other formats as requested by UNICEF.
Document
guidance on negotiating and working with external partners to further develop
and scale RapidPro and related tools (incl. mobile network operators, other
communication channels, etc.)

e.g. MS Office, presentation decks, may be required to present.
  • Draw narratives for how UNICEF works with
    government and partners to strengthen health and education systems, along
    with protecting the rights of children
Delivery: Documents

  • Coordinate the development of the
    applications
Delivery: Via
project management mechanisms, see below.
  • Work with UNICEF country offices to gather
    product requirements and develop government coordination strategies
Delivery:
teleconferences, webinars, email, input into various standard documents such as
concept notes, TORs, technical and product specifications, SOPs. Role involves
helping to refine these templates and propose and develop additional ones as
relevant.
2. Coordinate the feature
enhancement of the RapidPro software platform
  • Develop and maintain relationships with
    UNICEF colleagues that use RapidPro
  • Prioritize features for development, maintain
    product roadmap
  • Advise and assist UNICEF colleagues with the
    deployment and use of RapidPro
  • Work with UNICEF colleagues and vendors to
    develop and maintain RapidPro documentation
Delivery: using
methods described in 1 and 5, as well as the various online communities,
websites and other media related to the RapidPro user community.
3. Create a product
strategy for RapidPro’s globally supported apps
Develop product
strategy for specific RapidPro apps
  • Initial near- and long-term goals
  • The incumbent will identify strategic
    partnership opportunities
  • Identify communications needs
  • Identify documentation needs
Develop annual product
roadmap for RapidPro and related products
  • Roadmap for next 12 months of product
    development, this is a rolling roadmap i.e. this is updated at minimum
    once a month to reflect a 12-month ahead runway.

4. Work with UNICEF
offices (incl. ITSS and FRG) to further develop a scalable support strategy for
real time information systems supported by UNICEF Innovation
  • Assess UNICEF country office support needs
  • Recommendations for internal and external
    support resources
  • Identify potential vendors for providing
    technical support
  • Identify documentation needs
  • Recommendations for online community forums
    or other community support options

methods described in 1, 2 and 5.
5. Project management of
the above in a coherent, collaborative and well communicated manner.
Delivery: In GIC
Annual Work Plan format, via TeamGantt Project Management System and via
Regular series of status updates such as bi-weely with supervisor, weekly with
vendors, contribution (written and otherwise) to regular reporting including
annual reports, donor reports.
Qualifications, Skills and Experience: 
  • The applicant for the United Nations
    UNICEF Global Product Manager – Real Time Information Portfolio should
    hold an Advanced degree in a relevant field which includes but is not
    limited to social sciences, humanities, technology, public administration,
    public health, data sciences, business administration; related practical
    experience will be considered
  • A minimum of seven years of
    professional technical experience and proven experience in translating
    complex ideas from various fields into unified, clear guidance.
  • Previous exposure and experience with
    technology related projects in a development context and/or the UN
  • Demonstrated skills in training,
    management, and strategic thinking
  • Proven ability to conceptualize,
    plan, and execute ideas as well as transfer knowledge and skills
  • Previous exposure and experience managing
    external software vendors
  • Previous experience writing technical
    contracts
  • Experience writing technical
    documentation
  • Prior exposure and experience with
    managing RapidPro, RapidSMS or similar systems
  • Previous experience with coordinating
    mobile-based systems
  • Familiarity with open-source
    technology, design and development processes.
  • Excellent written and verbal
    communication skills.
  • Prior experience with processing
    large amount of information and synthesizing it.
  • Ability to work in a distributed
    team.
  • Ability to work independently, strong
    self-management skills.
  • Demonstrated ability to work in a
    diverse, multi-cultural and multi-national environment
  • Fluency in English.
