Job Summary: The Finance Controller will be responsible for the
overall financial operations for all ARC Uganda programs. The primary duties
includes: oversight and improvement of internal control systems and procedures
(including cash management), financial aspects of large-scale procurement and
developing, forecasting and realigning multi-site project budgets. Training and
mentoring staff on policies and procedures, donor regulations, new systems, and
financial best practices is expected, as well as working closely with the
Country Director and ARC HQs personnel to ensure compliance with all donor
regulations.
Key Duties and Responsibilities:
1. Financial Management –
50%
  • The jobholder will oversee the day-to-day
    accounting functions including but not limited to regular cash
    verification, bank and balance sheet accounts reconciliations, monthly
    closing, timely submission of financial reports to headquarters (HQ).
  • Provide oversight to the finance team, and
    ensure accuracy, efficiency, and completeness of the following:
  • In charge of recording of all transactions in
    accordance with Generally Accepted Accounting Principles.
  • Ensure adequate supporting documentation and
    appropriate cost accounting allocations for all cash receipts and
    disbursement transactions.
  • Ensure that monthly account reconciliations
    are performed and that appropriate plans are in place and executed as
    applicable to resolve any unreconciled differences.
  • Ensure the timely preparation and submission
    of a monthly financial report and supporting narrative on current project
    status, forecasting and documenting the monthly review of the financial
    performance of those activities under his oversight (including monitoring
    cash balances, sub-grantee activities, and reviewing aged receivables and
    accrued liabilities).
  • Work closely with program coordinator on
    integrated management of all project finances to ensure effective use of
    resources in order to achieve program objectives in compliance of all
    donor requirements.
  • Effective management of project closeout
    activities and any other financial management function in consultation
    with ARC Uganda Country Director and ARC HQ.
  • Ensure that corrective action plans approved
    by HQ in response to external or internal audits and other monitoring
    reviews are implemented as planned and scheduled.
  • Prepare monthly/quarterly cash requirement
    requests for running ARC Uganda programs ensuring that cash balances
    maintained are adequate, yet not excessive.
  • Actively monitor grant spending through
    production of monthly Budget Versus Actual (BVA) analysis and ensure
    program teams explain significant variances and propose corrective
    measures.
  • Promptly respond to HQ finance queries
    including Intercompany charges.
  • Ensure local taxation law requirements are
    fully complied with.
  • Update the financial compliance dashboard
    monthly, note and address any significant variances.
  • Ensure financial records organization,
    retention, and security.
2. Reporting and
Budgeting – 15%
  • Significantly contribute to preparation of
    budgets for all proposals, including accurate support of budget
    narratives.
  • Work in liaison with the Programs
    Coordinator, accurately realign budgets whenever necessary.
  • Provide regular and timely complete budget
    reports and analysis to the Country Director and Programs Coordinator and
    HQ Finance.
  • Work closely with Programs Coordinator,
    advise on the procedure for preparing budgets for cost extensions, new
    proposals and program revisions with the objective of realistic cost
    projections.
  • In coordination with ARC HQ, lead the
    production of ARC Uganda country program annual budgets.
  • Monthly closing, timely submission of
    financial reports to ARC HQ.
  • Prepare timely budgets, cash requests and
    accounting reports.
  • Work with internal-donors (based in Uganda)
    on finance and budget issues as required in consultation with Programs
    Coordinator and HQ finance.
  • Support the Country Director to produce and
    update donor matrixes.
3. Staff Management – 15%
  • Mentor and supervise finance staff. This
    includes ensuring they are properly trained and know what performance
    expectations are.
  • Conduct staff appraisals for finance staff.
  • Organize and lead orientation and training
    session related to finance.
  • Travel to the field as required ensuring
    systems are properly followed.
4. Audit and Internal
Control – 10%
  • Implement and administer ARC systems for
    internal control, compliance, and accounting data processing and financial
    reporting functions in accordance with donor regulations.
  • Assist in internal audit function and reviews
    to ensure compliance with ARC and donor requirements.
5. Other – 10%
  • Maintain up-to-date, accurate accounting
    system, including: computer data entry and paper file system.
  • Ensure local taxation law requirements are
    fully complied with.
  • Perform any other duties as assigned by the
    Country Director or HQ CFO.
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a Bachelor’s
    degree required in Finance, Accounting, or related field; advanced degree
    preferred.
  • A minimum of three to five years’ overseas
    experience in finance/management for an international NGO, preferably in
    programs in complex emergency or post-conflict settings. 
  • At least two years of supervisory experience.
  • Previous exposure and experience in
    multi-cultural and multi-level programs.
  • Previous experience with international donors
    and grant requirements.
  • Strong computer skills in Microsoft software
    products: Excel, Word, outlook etc and accounting software. Serenic or Sun
    experience strongly preferred.
  • Prior training experience desired.
  • Excellent written and oral communications
    skills as well as leadership skills.
  • Sense of humor and good interpersonal skills.
  • Fluency in English required.
  • Proven ability to work with a team in an
    intense environment.
  • Demonstrated ability to prioritize multiple
    tasks and meet deadlines.
  • Extremely flexible with the ability to cope
    with stressful situations.
