Limited is a manpower management solutions firm operating in the East African
Region in the countries of Uganda, Kenya, Rwanda and South Sudan. They would
like to recruit for a valuable client, an NGO.
Key Duties and Responsibilities: 
1. Operations and
Compliance:
  • In charge of policy implementation and
    reviews in compliance with IAS. The Finance and Administration Manager
    will in consultation with the Executive Director from time to time review
    the Policy implementation and where applicable suggest amendments to the Financial
    Manual. 
  • Grants and Budget management (Budget drafts
    and submissions, budget integrity, budget performance management and
    monitoring). The Finance and Admin. Manager is fully responsible for the
    integrity of all budgets, budget analyses and performance management.
    She/he will work closely with Heads of departments to ensure authentic
    forecasts are arrived at, monitoring and evaluation of budget performances
    for key departments and projects and ensuring compliance with the Finance
    guidelines in the Manual.
  • Responsible for monitoring and ensuring the
    integrity of financial reports. Including, requests for funding, approvals
    and approval systems adhered to, all financial reports submitted in time
    and with accuracy and transparency.
  • In charge of scheduling and supervising of
    Departmental staff regarding accounts management, procurement and team
    leaders and supporting clerks. Ensuring that job descriptions are clear
    and understood by all departmental staff, ensuring that delegation is
    effective and processes run smoothly within the organization functions.
  • Supporting, with integrity the Internal and
    External Audit schedules and processes. She/he and external audit
    processes are smooth and rid of manipulations.
  • Responsible for ensuring that the Finance
    Department and Office is fully secured, with limited access from staff and
    other customers. Ensuring that all safes are secured with passwords and all
    computers are also secured and only accessible to department staff.
  • Responsible for Asset management which
    includes asset registry and coding and inventory management.
  • In charge of ensuring that all finance
    software is updated and rid of all infectious viruses
  • Regularly making presentations to the Donors,
    Board, Staff and Stakeholders; their classified financial records. Making
    sure that financial records and reports are available to the Public and
    Communities where CGC is involved.
2. Management and Structure:
  • In charge of creating a robust and evolving
    Finance Department and culture that serves and treats all staff and
    service providers as clients to the department. Improving service delivery
    regularly and providing an active communication channel that represents
    the organization.
  • Ensure reporting structures are adhered to
    according to the Organizational plan and policies by all staff, service
    providers and policy makers.
  • Through the policies ensuring that guidelines
    are followed and consequences or rewards are fully implemented. Using a
    working mechanism to recover losses, ensuring that due diligence is done
    to mitigate loss of funds, proper utilization of funds and reporting
    disciplines.
  • Mentoring and supervising the work of the
    accountants, procurement staff, and suppliers and supporting clerks to
    ensure full disclosure of information with valid supporting documents and
    evidence.
  • Ensuring that all staff from the department
    are undergoing continuous professional development within the
    Organizational policy mandate. Providing learning opportunities for all
    non-Finance staff in order to appreciate policy requirements and
    understand the need for timely responsiveness in their submissions made to
    the Finance department. Also helping them understand the requisition
    processes and procedures in order for them to support due diligence
3. Leadership and
Mentoring:
  • Responsible for modeling the best practices
    to all staff
  • Responsible for educating staff on non-finance
    concepts and principles
  • Responsible for coaching and mentoring staff
    under line of authority
  • Ensuring a succession plan for the department
    is rolled-out, delegated authority exercised for self and subordinates.
  • JOB Rotations on functions that can easily be
    shared in consultation with the Executive Director
Qualifications, Skills and Experience: 
  • The applicant should preferably hold an MBA –
    Finance, CPA, ACCA and further training in management and administration
  • A minimum of three years’ experience as
    Finance and Administration Manager in reputable NGOs
  • Impeccable levels of integrity in their work
    ethic and conduct
  • Utilize the whistle blower policy with
    honesty
  • Exercise duty of care to make checks on
    approvals, advise on transactions outside of the frameworks, and protect
    the interests of the organization
  • Foster teamwork
  • Positively influence and lead others
  • Willingness to leave the Job if being forced
    to compromise
