Job Summary:  The Data
Manager will facilitate the collection and capture of data in electronic
databases for the Hutchinson Center Research Institute-Uganda (HCRIU) for a
series of oncology research studies conducted in Kampala, Uganda, in partnership
with the Uganda Cancer Institute (UCI). The jobholder will ensure that the data
is collected, entered and managed in suitable electronic project/study
databases with the aim of generating the highest quality data possible. The
Data Manager will keenly interact with HCRIU Data Coordinators, study teams and
Quality staff, as well as the Fred Hutch Data Operations Manager, with regards
to meeting the data needs of their assigned studies.
Key Duties and Responsibilities: 
1. Data Management:
  • Responsible for management of clinical and
    laboratory data to ensure production of the highest quality of data from
    assigned HCRIU research studies.
  • In charge of managing existing study
    databases and systems, as well as the design, implementation, validation
    and management of new databases and systems for future studies.
  • Keenly monitor and review study data to
    ensure quality and completeness of data, according to the quality
    management activities outlined in study-specific Data Management Plans.
  • Work in liaison with data staff on assigned
    studies to ensure consistency between paper and electronic data systems.
  • Ensure that Good Clinical Data Management
    Practices (GCDMP) are followed.
  • Manage and communicate data queries to study
    teams and investigators, per program practices.
  • Oversee activities of Data Coordinators for
    assigned studies; ensure that study-specific SOP’s for CRF data entry are
    followed.
  • Render support in the creation of data
    collection tools designed to reduce data collection errors.
2. Specimen Management:
  • Oversee specimen-related data entry. Ensure
    that accurate records are entered into the Freezer Works database.
  • Audit the data entry at regular intervals to
    ensure quality control.
3. Communications:
  • Attend team meetings and communicate
    job-related needs and issues, as appropriate.
  • Maintain ongoing contact with investigators
    and Data Coordinators to ensure timely and complete delivery of high
    quality data.
  • Communicate directly and on a timely basis
    with the HCRUI study teams and data staff, as well as the Fred Hutch Data
    Operations Manager and other Fred Hutch staff.
4. Other:
  • Provide training to personnel undertaking
    Data Coordinator-related duties, as needed.
  • Perform any other duties, as assigned.
Qualifications, Skills and Experience: 
  • The applicant should hold a relevant degree
    or three year diploma (IT, computer programming, biostatistics)
  • At least three years of data management
    experience , preferably within a clinical research group
  • Previous experience in managing staff
  • Broad knowledge and understanding of data
    management practices and tools.
  • Computer literacy i.e. proficiency in MS
    Office literacy (Excel, Word and Outlook)
  • Database programming in SQL on any relational
    database system (e.g. MSSQL, MySQL and/or Access)
  • Proficiency in and knowledge of DataFax, or
    another data management system (MS Access, RedCap)
  • Computer programming language, such as Visual
    basic or C
  • HSP and ICH/GCP training
  • GCDMP knowledge
  • Keen attention to detail
  • Good relationship building skills
  • Ability to design efficient systems
  • Ability to work unsupervised taking
    responsibility for own actions
  • Work precisely according to procedures, rules
    and regulations
  • Recognize recurring issues and analyze their
    causes in order to reach a solution
  • Excellent verbal and written communication
    skills
  • Previous experience managing data for
    clinical trials is desired
  • Broad knowledge and understanding of medical
    terminology, particularly relating to oncology and infectious diseases is
    desired
  • Prior experience working with a Laboratory
    Information Management System (LIMS)
  • Authorized to work in Uganda without
    sponsorship
