conduct research and help improve policy and regulation. Our objective is a
deeper, broader and more inclusive financial sector in Uganda. Our aim is to
improve the livelihoods of Uganda’s low-income households through a market-development
approach. The Department for International Development (DFID) is committed to
funding a financial services inclusion programme to provide access to
appropriate products for poor people and small and medium enterprises.
Job Summary: The Chief Operations Officer takes the overall responsibility
for ensuring that the resources of FSDU are managed in such a way as to
effectively accomplish results – at both a strategic and operational
level.  There are, therefore, two major
aspects of the role: firstly, the strategic management of results, which
includes liaising with Donors and FSDU staff in order to agree a suitable
results management framework and then holding the team accountable for timely
delivery.  Secondly, the strategic
management of the physical, human and financial resources FSDU Uganda and the
provision of support services.
Key Duties and Responsibilities: 
As a member of the
Management team to support the organisation in strategic & operational
planning, ensuring that the desired results are clear and that resourcing
implications are fully considered
  • Research strategic financial issues &
    global trends in order to fully understand the context within which FSDU
    operates (present and future)
  • Serve as the focal point between FSDU and
    major funders, especially DFID, facilitating strategic planning and
    decision making, for accurate development of an effective implementation
    plan
  • Guiding the Chief Executive Officer   on the management and resource
    implications of strategy and policy issues and drawing attention to any
    matters that warrant concern
  • Take the overall responsibility for all
    aspects of risk management (including IT) for FSDU (whether related to
    programme delivery or programme management
Lead in the monitoring of
the organisations performance ensuring that strategic objectives are achieved
in line with Log frame and address areas of non-performance
  • Manage a comprehensive programme/project
    management, monitoring and evaluation system based on FSDU’s best practice
  • Work closely with the respective manager
    monitor the achievements of organisations goals and KPI’s in line with
    defined log frame performance indicators
  • Develop and manage a reporting mechanism that
    meets the expectations and standards of internal and external stakeholders
Support the Chief
Executive Officer in ensuring the financial wellbeing and viability of FSDU
  • In charge of analysing internal and external
    financial information and trends in external funding  in order to identify issues that might
    impact on the financial wellbeing or viability of FSDU; including
    monitoring the foreign exchange exposure of the organization
  • Preparing and/or reviewing strategic level
    reports and management information, highlighting any anomalies or
    concerns;
  • Work closely with outsourced Finance firm to
    forecast expected annual expenditure and explaining variations
  • In charge of reviewing and managing the
    overall monthly expenditure to ensure it is in line with budget, and
    carrying out top-level checking of financial reconciliations and fraud
    prevention
  • Supervise the activities of the
    outsourced  finance firm , ensuring
    that all financial transactions and processes are conducted in line with
    company policy and requirements
Ensure that all of FSD
Uganda’s resources (financial, physical and human) and systems are managed
according to best practice and in compliance with the laws of Uganda and FSDU
policy
  • Support colleagues on all contracting related
    matters, ensuring adherence to FSDU’s operating principles
  • Lead in the development and monitoring of a
    sound procurement system that is responsive to FSDU’s operations
  • Ensure that ICT needs and requirements are
    identified and appropriate solutions are in place
  • Manage the implementation of health and
    safety system to ensure that the office is managed and site is maintained
    to a high level of health and safety
  • Ensure that all other admin related services
    are availed to internal stakeholders as necessary within agreed time and
    cost targets
Ensure that FSDU is
provided with the human resources necessary to accomplish its objectives and
that staff are well motivated and empowered
  • Ensure that there is a clear HR strategy that
    supports the achievement of FSDU’s objectives (manpower/ head count/
    skills and capacity)
  • Oversee the development and revision of HR
    policies and procedures to ensure relevance as well as compliance to the
    national labour laws, HR best practice and reflects FSDU culture
  • Ensure FSDU team has the technical capacity to
    deliver on its objectives by identifying key talent and developing
    approaches to enhance talent
  • Develop, implement and monitor  employee performance management
    framework / system which contributes to FSD’s goals and results in the
    objectively rewards staff at FSDU
  • Facilitate establish, and implement an
    effective remuneration, reward and benefits system that motivates, engages
    and retains staff and skills at FSDU
Lead the Operations Team,
in a manner that empowers them to effectively achieve results and manage the
resources of the organisation
  • Ensure each member of the Operations team
    fully understands the outcomes that are expected of them and that they are
    aware of best practice in Results and Resource Management
  • Ensure Operations work is planned and organized
    in a way which will support the achievement of FSDU’s goals in the most
    cost effective manner possible
  • Support team members to enable them to give
    of their best e.g. by encouraging and praising good performance, coaching,
    assisting staff to prevent or resolve problems, providing resources, tools
    and equipment
  • Keenly monitor and review performance and, in
    particular, carry out annual appraisals, holding staff accountable for
    meeting standards of excellence and delivering any improvement goals which
    have been identified; taking decisive action in the case of poor
    performance.
Qualifications, Skills and Experience: 
  • The Chief Operations Officer should hold a
    Bachelor’s Degree or Masters in Business Administration ACCA/CPA fully
    qualified (added advantage)
  • Qualification in HR Management (added
    advantage)
  • At least five years of programme
    management/grants management/ financial managment experience.
  • Significant exposure and experience in
    procurement of at least 5 years in a large organistaion
  • Previous experience in Managing Human
    Resources function in medium/ large organisation
  • Experience in reporting to donors (USAID,
    EU,  DFID)
  • Demonstrated experience in project management
