About US:
The
World Bank through the Office of the Prime Minister (OPM) is supporting the Government
of Uganda to improve access to social services, expand economic opportunities
and enhance environmental management to address the impacts of refugee presence
on the host communities. The operational approach will be Community Driven
Development (CDD) oriented and project beneficiary communities will benefit
from: (a) investments in basic infrastructure financed under the project and
consequently the improvement in access to social services; (b) increased
opportunities for augmenting incomes from traditional and non-traditional
livelihoods; (c) improvements in local governance and accountability; and (d)
improved access to response and prevention services for those vulnerable to
varying protection challenges, including SGBV.
Job Summary: The Civil Engineer will support OPM implement the
STA in the identified refugee settlement sites and shall among other activities
provide technical support to the DOR STA technical team in implementation of
the donor funded STA construction and other civil works related to projects and
activities in the field of Engineering, link with other stake holders in the
field of Civil Engineering including support to refugee hosting districts with
construction specific challenges through performing the following tasks;
  • Support host communities determine
    infrastructure needs and gaps for possible intervention.
  • Build linkages with stakeholders undertaking
    civil works in refugee hosting districts so as to minimize resource
    wastage.
  • Ensure that national infrastructure standards
    are adhered to during design and implementation of infrastructure
    projects.
Key Duties and Responsibilities:  
The Civil Engineer shall undertake the following duties;-
  • Carry out technical feasibility studies and
    site investigations
  • Develop detailed designs and bills of quantities
    for the identified projects
  • Assess potential risks for specific projects
    as well as undertaking risk management roles
  • Actively participate in tendering processes
    for agreed construction projects
  • In charge of managing and supervising
    contractors on sites and provide technical advice where required
  • Communicating and liaising with other project
    team members
  • Ensure timely execution of projects
  • In charge of assessing contractors claims and
    certifying work done
  • Preparing and submitting progress reports for
    the client
  • Ensure that contractors undertake works in
    accordance with contract terms and conditions
  • Provide technical support and advice to
    management on the Engineer’s standards and all Engineering matters under
    the project.
  • Perform any other duties assigned from time
    to time by the Project Coordinator
Qualifications, Skills and Experience: 
  • The ideal candidate for the World Bank
    Project Opportunity should hold a University Degree in Civil Engineering
    from a recognized University.
  • Possession of a Post Graduate Diploma in
    Project Planning and Management an added advantage
  • At least ten years working experience in
    civil construction work, five years of which should have been with a
    Government institution or World Bank sponsored project.
  • The applicant should be a member of UIPE
  • Demonstrated competence in computer aided
    design
  • Competence in valuation work
  • Good computer skills
  • Excellent report writing skills
  • Excellent interpersonal skills
  • Proven ability to work with minimum
    supervision
  • Ability to undertake regular field work
    activities
  • Ability to speak either Swahili, Arabic or
    both languages
  • Ability to communicate clearly in spoken and
    written English
  • Willingness to work beyond normal working
    hours and on weekends when required
