displaced. Following a peace agreement in 2006, Ugandans are returning home and
looking to rebuild their lives. The IRC is there to protect women and children
from violence and exploitation by fostering a safe environment and encouraging
education, and is supporting farmers and small businesses, and helping
communities promote peace and long-term development.
Job Summary: The WPE / GBV Officer will primarily be
responsible for the integration of gender programming during implementation of
the UNFPA project in Adjumani that focuses on scaling up provision of Emergency
life-saving interventions to pregnant women and GBV survivors in refugee camps.
With the support of the WPE Manager, the incumbent will implement the project
activities towards the project objectives of; increasing healthy lifestyle
choices for young people related to sexual reproductive health; strengthening
capacity of public and civil society sectors for Gender Based Violence and
management and advancement of Reproductive health. The job holder will work
closely with the health team to ensure that the target population has increased
access to and use of sustainable and quality social services.
Key Duties and Responsibilities: 
1. Technical
  • Responsible for the implementation of the
    UNFPA project in Adjumani district ensuring that stated goals and
    objectives are met and that programmes are appropriately monitored and
    evaluated.
  • Work closely with the district CDOs and camp
    leaders to identify the Community Volunteers, Male Action group members
    and Peer educators, train them and mentor them to conduct outreaches on
    GBV and adolescent sexual reproductive health and peer education.
  • Work in liaison with the district CDO to
    conduct education and awareness sessions for adolescent youth on HIV/AIDS,
    sexuality, fertility and family planning at the youth club.
  • Offer support to the health team during
    training of health facility staff in adolescent and youth friendly health
    services and counselling.
  • Work with the district teams to organize
    trainings on GBV concepts for VHTs (identified leaders) with a view to
    providing support to women, men, youth and elderly,
  • Work with the district teams to conduct
    outreaches targeting women and adolescent girls to build their awareness
    of available GBV services and how to access them.
  • Work in liaison with the district teams to
    conduct community dialogue meetings to establish ties with community
    leaders (religious leaders, refugee welfare committee/women’s group
    leaders) and schools Develop and distribute adolescent friendly IEC
    materials on HIV/AIDS, family planning, sexuality and STIs.
  • Actively participate in key events such as
    IWDs, World Refugee day and 16 days of activism against GBV and conduct
    community dialogues with the community and document milestones from the
    events.
  • Establish GBV referral mechanisms; conduct
    referrals of GBV cases for medical, psychosocial and legal services and
    follow up survivors to ensure they receive the required service
  • Co-ordinate and represent IRC’s WPE programme
    with the relevant stakeholders and ensure all programme activities are
    carried out within the national mandate.
  • Identify gaps or deficiencies in program
    activities and develop interventions to address these gaps                          
2. Liaison:
  • Represent the WPE team and maintain effective
    and cordial relationships with stakeholders including the local leaders
    and religious leaders within the project area.
  • Attend relevant meetings to represent IRC’s
    WPE activities.
3.
Communication/Reporting:
  • Provide regular feedback to other program
    staff and the WPE Manager on project implementation.
  • Prepare and submit monthly activity reports
    for inclusion in the monthly situation report
  • Prepare donor proposals and reports for the
    project.
Qualifications, Skills and Experience: 
  • The ideal candidate for the WPE / GBV Officer
    vacancy should hold a Bachelor’s degree in Social Sciences, Gender,
    Development studies or related field.
  • At least four years’ experience in
    implementing Social Science programmes in developing countries in an NGO
    setting. Previous experience working in an international organisation is added advantage.
  • Specific experience in GBV or Gender related
    programming preferred.
  • Previous experience in grant management,
    including report and proposal writing and budget management.
  • Significant exposure and experience working
    in a multicultural environment
  • Prior experience in monitoring and evaluation
    of programs.
  • Good report writing skills.
  • Proven ability to enhance good interpersonal
    relationship.
  • Excellent communication skills
  • Excellent command of both written and spoken
    English. Additional language skills in French and Kiswahili an added
    advantage.
  • Computer literacy i.e. working knowledge and
    application of Microsoft word, Excel and Power Point.
