About SS4RI Project:
JSI
received funding from the Bill & Melinda Gates Foundation, to support an
immunization project in Uganda called Stronger Systems for Routine Immunization
(SS4RI). The project works in partnership with the Ugandan government to
increase the capabilities of the health system, particularly at district level,
to provide timely, high-quality immunization services to protect eligible
children and women from vaccine-preventable diseases. SS4RI will operate from
2014 to 2019 in ten districts as well as support the national level of the
Ministry of Health Uganda National Expanded Programme on Immunization
(MOH/UNEPI).
Job Summary: The Regional
Finance and Administration Officer will mainly be responsible for providing
administrative and financial support for the smooth operation of the regional
office and ensure that related administrative and financial documents are
prepared and followed regularly and implemented in compliance with the defined
process. The incumbent will work directly with the District Technical Officer
to ensure that they have the guidance and the materials they need, to plan,
carry out and account for funding used in project activities.
Key Duties and Responsibilities: 
  • Responsible for financial and administrative
    management in the regional office.
  • Mentor and supervise Regional Driver on a
    daily basis Support maintaining an open and continual information link
    with JSI offices in Kampala
  • Prepare and submit monthly financial reports
    and documentation and submit to the FAM in Kampala
  • Ensure all transactions and activities are
    conducted in accordance with accounting principles
  • Establish and oversee all information and
    filing systems required to verify use of project resources and supplies,
    including purchase order files.
  • Work in liaison with FAM in Kampala, maintain
    all office inventory records and oversee the regular upkeep and
    maintenance of the office, ensuring the availability of adequate amount of
    office stationary, cleaning material and maintains its records.
  • Responsible for the general management of the
    vehicle including fuel consumption and maintenance.
  • Ensure compliance with JSI project’s
    financial, administrative, and personnel systems, as well as other
    policies and guidelines plus donor policies and procedures in project
    implementation.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a University
    degree in Administration or equivalent relevant experience.
  • The applicant should also ideally hold an Added
    Diploma in finance management
  • A minimum of three years’ experience in
    finance
  • Previous exposure and experience in working
    with an international organization preferred.
  • Excellent interpersonal skills;
  • Demonstrated significant administrative and
    logistic experience.
  • Broad working knowledge of USAID regulations
    preferred.
  • Proficiency in Microsoft Office programs
    particularly Word and Excel.
  • Keen attention to details.
