Job Summary: The Programme Coordinator will be in charge of strengthening
HelpAge International Uganda’s programme strategies, program quality,
partnerships and accountability in accordance with organisational and donor policies.
The incumbent will also be responsible for providing oversight of the total
quality of existing projects as well as for providing technical support in
designing new programmes. He / she plays a key role in the overall management,
leadership and direction of the organization and act as a role model to staff.
The incumbent will be responsible for the effective management and
implementation of the AFFORD project by both partners in Northern Uganda and in
Karamoja sub-region.
Key Duties and Responsibilities: 
1. Strategy:
  • Provide support in the development and review
    of HelpAge International – Uganda’s strategy and annual plans to ensure
    maximum impact on global actions.
  • Transfer learning and best practices to new
    program development that meets the strategic interests of HelpAge
    International -Uganda taking special consideration of quality, efficiency
    and sustainability.
  • Effectively manage program growth and oversee
    the implementation of all of HelpAge International current projects in
    Uganda especially the AFFORD Project
2. Project Management:
  • Collect information for the submission of
    annual plans and budgets from the country office to both the EWCA Regional
    Office in Nairobi and the headquarters in London in accordance with the agreed
    timetable and standards.
  • Manage contracts (in particular for the
    AFFORD project) in consultation with the Regional Finance Department and
    be responsible for ensuring compliance to the terms and conditions of
    grants as agreed with the donors and HelpAge internal contract management
    policies and procedures.
3. Proposal Development
and Resource Mobilization:
  • Develop and design innovative project
    initiatives and open new avenues for funding in liaison with the CD,
    Program Staff, partners and affiliates, all in correspondence with HelpAge
    International 2020 Strategy.
  • Write concept papers and proposals in line
    with HelpAge International’s global actions and program strategy and
    maximise the submission of quality proposals to donors.
4. Monitoring &
Evaluation:
  • Vet and support a culture of reflection,
    impact measurement, and impact-evidence generation in programmes; monitor
    this and make recommendations to CD, Program staff, partners and
    affiliates on any improvements needed.
  • Establish and maintain effective program
    reporting, monitoring and evaluation systems for both internal and
    external use in coordination with the program staff.
  • Lead preparations for project baseline
    surveys, mid and end of project evaluations.
5. Technical Assistance
(TA) & Training:
  • Offer technical support to project officers,
    and affiliates across HelpAge program focus areas
  • Design appropriate capacity development
    measures for partners, to enable effectively implement programmes
  • Assist the CD in identifying programmes
    skills gap and recommend appropriate solutions.
  • Regularly review field staff programme skills
    and maintain an on-going training and coaching programme.
  • Render support in recruitment.
  • Work closely with and support consultants
    hired by HelpAge International Uganda to ensure performance of timely and
    high quality tasks.
6. Documentation &
Learning:
  • Develop organisational learning and sharing
    platforms to include programme impact identification tools (i.e.
    beneficiary voices capturing), plus documentation and sharing within and
    outside HelpAge International, ensuring uptake of learning.
  • Research into best practices from other NGOs
    for learning and sharing within HelpAge International.
  • Work closely with the EWCA Regional office,
    prepare HelpAge International Uganda’s annual reports, annual and
    investment plans.
  • Management of implementing AFFORD partners
  • Oversee the process of managing the
    partnership of HelpAge’s implementation partners under the AFFORD
    programme.
  • Support AFFORD partners in implementation of
    agreed activities, within programme objectives and timeframes given.
  • Be part of development of the annual
    engagement strategy of the AFFORD partners, thereby ensuring compliance of
    their contractual obligations.
  • Organise capacity building of the AFFORD
    partners for strengthening field activities and outcomes.
  • Work closely with the Finance Support
    Services Manager to ensure proper utilisation of funds by partners and to
    ensure observance of proper, accepted and evidenced expenditures to be
    submitted to Uganda Country office.
  • Pro-actively engage in identifying and
    developing new partnerships under the AFFORD programme, especially for
    Karamoja sub-region with the aim to further extend HelpAge’s programmes or
    to develop new thematic areas of intervention in the region.
7. Representation &
Other Responsibilities:
  • Provide support the CD in developing
    HelpAge’s external image as a popular and recognised  development organisation with Ugandan
    government and development organizations
  • Represent HelpAge International Uganda at
    program fora both at the national and international level.
  • Identify and support development of peer
    networks in Uganda.
  • As requested by the CD, support HelpAge
    International Uganda institutional donor liaison.
  • Perform any other duties as assigned by the
    CD.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Degree
    or related field
  • At least five years’ experience in working
    with NGOs with three years in Programme Development and Management and
    capacity building programmes.
  • Previous exposure and experience in developing
    advocacy strategies, linking with key audiences, documenting and
    disseminating lessons learnt.
  • Previous experience of management of
    substantive donor grants with responsibilities for budgeting, financial
    accountability and reporting.
  • Broad knowledge and understanding of
    development issues, in particular issues related to older people
  • Familiarity with writing proposals and
    reports of major international donors
  • Proven ability to document and disseminate
    good practice and/or lesson learning
  • Demonstrated ability to work in a
    multi-sector team and build relationships at a distance and across
    cultural boundaries
  • Working knowledge of and interest in ageing
    issues – preferred.
  • Excellent verbal and written communication
    skills in English
  • Strong numerical skills, especially ability
    to work in Excel to develop budgets for proposals
  • Proven ability to write narrative reports of
    a high standard and within the reporting deadlines required by
    international donor organizations.
  • Excellent interpersonal skills and ability to
    work as part of a team
  • Ability and willingness to travel to Karamoja
    sub-region on a regular base and other (sub-) regions if required.
