Job Summary: The Program Manager will be in charge of the overall
implementation of all WCS’s business and biodiversity development projects in
Uganda and will establish strong linkage with all relevant institutions and
stakeholders to ensure effective achievement of designed project activities and
realization of program objectives.

Key Duties and Responsibilities:
- Provide effective program leadership and
oversee the implementation of WCS’s business and biodiversity
development-related projects in Uganda. - The incumbent will develop a strategy and
annual work plan for Uganda to meet the objectives of the new project,
including, support for the development of the proposed modification of EIA
regulations to include No Net Loss (NNL) of biodiversity. - Define the analysis needed to support
technical and scientific approaches for developing biodiversity offsets,
specifically looking at baselines/reference scenarios and benchmarks for
NNL of biodiversity and appropriate offset metrics for quantifying the
loss and gain of biodiversity that underlies offsets. - Explore options for additional funding to
expand project activities in the country. - Actively engage and coordinate with other
organizations and projects working on similar initiatives, where such
engagement/coordination will contribute to the success of applying
biodiversity offsets. - Render support in the preparation of training
materials that will support capacity building of government staff,
developers, offset providers and identify best approaches for delivering NNL
in identified target areas. - Develop policy options and recommendations
that can be shared with government and key stakeholders as well as
organize stakeholder workshops to foster discussion and identification of
realistic actions. - Significantly contribute to the development
of a policy action plan for NNL, including working with government and key
partners to get buy-in for policy and legal reforms toward achieving NNL. - Write policy briefs and other communication
materials that will promote learning and institutionalization of the NNL
policy in Uganda and the region at large.
Qualifications, Skills and Experience:
- All suitably qualified and interested candidates
must hold a Master’s Degree or Ph.D. in Management, Public Policy,
Geography, Environmental Science, Ecology or other related field - At least five years’ relevant experience
working in the environmental (impact) assessment field and/or in
conducting ecological analyses, planning and implementation of
conservation measures for companies or other relevant institutions, with
demonstrated increasing levels of responsibility. - Broad working knowledge and experience in the
application of the mitigation hierarchy and the planning for, and
implementation of mitigation measures and compensation / biodiversity
offsets, engage government on the development of effective regulations and
policies concerning impact mitigation and offset measures. - Possess impeccable skills in project
management, including budgeting, financial, time and technical consultants’
management and other personnel to achieve effective project delivery.
