Job Summary: The Head Logistics and Procurement will oversee
the procurement of goods, works, and services as well as logistics management.
The primary role of this position is to provide a quality control function to
ensure that UHMG policies and procedures are implemented consistently ad
correctly.  She or he will be
results-oriented and ensure the quality of service delivery is consistent,
efficient, and responsive, including effective management of stakeholders, as
well as resolving likely queries and complaints. The incumbent is required to
perform his/her job in a way which encapsulates integrity and probity.
Key Duties and Responsibilities: 
  • The incumbent consolidates the an annual
    Procurement Plan in line with the organizational work plans and budgets,
    and monitors their implementation in line with the business plan.
  • Develops and implements strategic procurement
    initiatives, including but not limited to a sourcing strategy, supplier
    selection and evaluation, quality assurance of goods and services and
    excellent supplier relationship management.
  • Forecasts all UHMG procurements and
    eliminates any bottlenecks in the procurement process.
  • Consolidates all procurement needs of the
    organization and implements an effective stakeholder management system to
    ensure timely execution.
  • The incumbent plans and coordinates the
    procurement and logistical processes of the organisation to ensure that
    they are compliant with the set policies, and that there is value for money.
  • Maintains accurate monthly records of procurement
    activities and pricing trends.
  • Establishes and communicates procurement and
    logistics management policies and guidelines that effectively balance
    administrative burden, cost savings, and risk/liability.
  • Actively facilitates the functioning of the
    Procurement Committee and provides adequate, timely, and correct
    information to the committee, to ensure implementation of procurement
    processes in accordance with established procurement policies and
    guidelines.
  • Coordinates random checks of the supply chain
    processes to ensure value for money.
  • Conducts vendor/supplier audit checks and
    verifications as per set criteria.
  • Work closely with the Finance Department to
    ensure that supplier payments are settled in a timely manner.
  • Supervises and manages the performance and
    development of staff in the department in line with the Organisation’s
    goals, objectives, policies and regulations.
  • Works closely with the Resource Mobilization
    unit to provide budget estimates for goods and services to be included in
    financial mobilization proposals.
  • Purposefully obtains data on Most Frequently
    Procured Items (MFPIs) to act as reference for budgeting and forecasting
    by respective departments.
  • Prepares and submits monthly procurement reports
    to the Managing Director.
  • Periodically reviews the procurement policies
    and procedures to ensure relevance and congruence with UHMG’s business
    strategy and statutory regulations.
Qualifications, Skills and Experience: 
  • The ideal candidate will possess a
    professional qualification in Procurement and/or Logistics such as CIPS or
    CILT. A post-graduate degree (Master’s Degree or higher) degree in
    procurement and/or logistics or a related field shall be an added
    advantage.
  • A minimum of five years’ experience in
    managing the Procurement and Logistics function in a busy organization or
    public entity.
  • The applicant must be a self-motivated
    individual who requires minimal supervision, and has the ability to
    proactively identify gaps and provide solutions for timely,
    cost-effective, and efficient solutions.
  • Significant experience in procurement of
    Pharmaceutical or health related commodities.
  • She or he will be a good team player with a
    high level of integrity and commitment
  • Possess excellent oral and written
    communication skills
  • Excellent negotiation skills, and the ability
    to successfully interact with and tailor communications to both senior and
    junior colleagues and interlocutors.
  • She or he will be good at relationship
    management, have strong decision-making ability, good judgement
  • Keen attention to detail.
  • The successful candidate will possess an
    ability to work under pressure and stay focused, efficient, and effective
    whilst managing multiple priorities.
