Key Duties and Responsibilities: 
  • Synthesis MER reports to generate evidence to
    inform learning and decision making to improve programme effectiveness;
  • Work closely with the Communications team to
    ensure research evidence generated is packaged appropriately for the
    intended stakeholders;
  • The incumbent will generate baseline values
    for the baseline studies conducted and indicator table updated
    accordingly;
  • Take lead in ensuring that management
    responses are generated after mid-term evaluation studies are conducted
    and ensure that the generated responses are integrated into the annual and
    quarterly plans for the respective projects;
  • Responsible for use of data generated
    periodically through baseline studies, routine monitoring, reflection
    meetings, mid-term evaluations, sponsored children visits, end of project
    evaluations annual assessment of strategic technical / thematic areas and
    quarterly reflections by various projects;
  • Providing feedback to communities and other
    stakeholders after studies have been conducted;
  • Provide support in the design and delivery of
    major evaluation and monitoring initiatives undertaken by the MER team;
  • Offer technical support to the advocacy team
    with evidence to build cases for advocacy and / or policy influence;
  • Facilitate training, coaching and mentoring
    programmes for Plan International Uganda staff and partners in using
    evidence for better learning and accountability;
  • Facilitate organisational learning by
    developing, collecting and disseminating relevant internal and external
    programme information on monitoring, evaluation & research
    engagements.
  • Provide support in the preparation of reports
    (quarterly and annual) in regard to monitoring, evaluation & research
    initiatives and programmes for internal and external use;
  • Support proposal design to ensure evidence
    generated is used in programme scale and resource mobilisation;
  • Work in liaison with the communications team
    to ensure quality reports are published for internal and wider
    circulation.
Qualifications, Skills and Experience: 
  • The ideal candidate for the Plan
    International Monitoring, Evaluation and Research (MER) Coordinator –
    Learning and Accountability vacancy should hold a Bachelor degree
    preferably in Development Studies, Social Sciences, Statistics,
    Quantitative Economics, ICT or other related fields
  • Possession of Post graduate professional
    training in monitoring, evaluation and research is preferred
  • Additional training in communication is added
    advantage
  • A minimum of three years’ experience engaging
    in monitoring, evaluation and research initiatives
  • Previous experience in monitoring and evaluation
    of rights-based programmes
  • Design and coordination of research projects
  • Working knowledge of environment and current
    effective practices on monitoring, evaluation and research approaches
  • Excellent communication and presentation
    skills, both in written English and face-to-face presentation.
  • Strong writing and audience sensitive
    information packaging skills
  • Good facilitation and or training/coaching
    skills
  • Strong strategic and analytical thinking
  • Advanced computer skills in Excel, MS Access,
    SPSS and other statistical packages
  • Excellent planning and coordination skills
  • Communication skills, appropriate to the
    audience
  • Ability to work with people from diverse
    cultures, lead and motivate people to work in teams
  • Open to feedback and willing to try new
    approaches on monitoring, evaluation and research
