Makerere University Walter Reed Project (MUWRP) is a non-profit HIV research
program that was established in 2002 as a result of a memorandum of
understanding between Makerere University and The Henry M. Jackson foundation
for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of
MUWRP is to develop, evaluate and provide interventions to mitigate disease
threats of public health importance to Uganda. Activities include; vaccine
development and building of vaccine testing capability in Uganda, conducting of
epidemiological and basic research and provision of HIV Treatment, care and
support, surveillance in influenza and other emerging infections.

Job Summary: The Laboratory Manager will be responsible for
overseeing the daily operations of the MUWRP College of American Pathologist
(CAP) accredited laboratory located within the Makerere University Medical
School in Kampala. The laboratory manager plays a focal role in ensuring
efficient day-to-day operations of the laboratory and resources, to maximize
productivity and minimize costs while maintaining high quality, safe patient
care.

Key Duties and Responsibilities:
- The Laboratory Manager, under the direction
of the Deputy Laboratory director and guidance of the lab Director,
provides day-to-day supervision of testing practices and reporting of test
results to laboratory Clients. - The Laboratory Manager steers and provides
overall technical and supervisory direction in clinical process assessment
and improvement, to ensure that the laboratory services comply with
standards established all CAP , FDA, Allied health professional , DAIDS
and other regulatory agencies in a productive, efficient, and
cost-effective manner. - The Laboratory Manager assures that lab
services are available to accommodate the needs of clients, acting as a
partner in patient care services. - To acquire new and emerging technologies and
assist in transferring new technology into the scope of work in the MUWRP
Laboratory - Offer support to the MUWRP Ministry of Health
supported labs - Act as a liaison between MUWRP and other
biotechnical institutions throughout Uganda. - Manages high and moderate complexity testing
performed by qualified laboratory staff - Mentor, trrain students, staff and other
users on laboratory assays and procedures, instrumentation operation, and sample
preparation. - Works at the bench, when needed, to assure
expected turnaround times. - Keenly reviews preventive maintenance (PM)
logs and quality control records, on a daily, weekly and/ or monthly
basis, as needed, ensuring, by spot checks if necessary, that all PM
activities are performed, that all control specimens are analyzed and
analytical systems shown to be functioning before patient reports are
released, and that standard remedial actions are taken whenever test
systems deviate from the laboratory’s performance specifications. - Perform equipment maintenance, updates, and
repairs as necessary to maximize equipment performance and availability.
Troubleshoot hardware and software. - Coordinate equipment service contracts and
servicing requirements with vendors. - Reviews timesheets and time and
attendance for staff - Develop, implement, and update laboratory
tests costs as needed - Establishes and operates intra-laboratory
specimen processing and management systems to minimize pre-analytic
sources of variation, including specimen processing, in-house testing, and
specimen delivery to appropriate reference laboratory as needed. - Provide technical expertise, consultation,
and collaboration for lab clients. - Develop, investigate, and apply new
procedures, instrumentation, and techniques. - Assist in the preparation of research
proposals, scientific papers, and conference presentations. - Provides technical consultation to the deputy
laboratory Director , including facilitation of the Laboratory Management
Team, by setting up meetings, agendas, topics of interest, and the
gathering of data for related topics. - Maintains a working knowledge of laboratory
quality systems, and continuously supports the QAQC unit and all staff in their understanding of how each
employee’s duties fit within the context of high quality (accurate,
timely) results and organizational learning and improvement. - Ensures that competency evaluations are
performed annually for all laboratory personnel, and that new employees
receive a thorough orientation, training, and a six-month competency
evaluation. - Works closely with MUWRP logistics and lab
logistic officers to optimize reagent and consumables purchases, maintain
appropriate inventory, and avoid special orders and outdated inventory. - Works with the QAQC unit to ensure that new analytical
instruments, before being placed into service, have a well-documented
validation and that results reflect both manufacturer’s specifications and
are relevant to the population being tested. - Creates audit mechanisms to ensure that
analytical process occurrences (process deficiencies) feed into a
laboratory-wide occurrence management system designed to reduce defects. - Contributes to the development and updating
of laboratory standard operating procedures. - Contributes to the development and updating
of the laboratory safety manual. - Contributes to the development and updating
of all job descriptions. - Meets with the existing and potential
laboratory clients (internal and external) on a regular basis to
coordinate laboratory services with the needs of client demands
Qualifications, Skills and Experience:
- The applicant should preferably hold a
Bachelor’ s degree (Master’s degree preferred) from an accredited college
or university with completed program coursework in biomedical sciences,
immunology or virology. - Hold a valid laboratory professional license
( Allied health professional ) to practice in Uganda - A minimum of six years’ experience (combined
testing and supervisory experience) in an accredited clinical and research
laboratory, with evidence of increasing supervisory responsibility. - Must have relevant testing and supervisory
experience must include one year experience EACH in any TWO of the
following laboratory specialties: specimen processing, chemistry, hematology,
coagulation, microbiology and /or immunology. - processes and quality systems in accordance
with CAP and GCLP guidelines - Laboratory information and data management
system preferably freezer works - Basic supervisory skills and standard human
resources policies and procedures (interviewing, counseling, annual
performance review, performance evaluation development and deployment,
termination) - New instrumentation evaluation and
acquisition; reagent purchasing and inventory - Occurrence management practices and use in
internal audit; continuous quality improvement - Facilities and safety policies and procedures
- Demonstrates proven ability to prioritize and
multi-task project and meeting deadlines. - Possess strong interpersonal/professional
relationship development skills. - Possess initiative and strong organization
skills - Possess strong communication skills: verbal
and writing - Proven ability to work with others
