The
Infectious Diseases Institute (IDI) is an international non-profit organization
which is a partnership of infectious diseases and public health specialists.
The overall objective of the IDI is to strengthen health systems with strong
emphasis on Infectious Diseases, through Research and Capacity Development. IDI
has five operational areas through which it works to achieve its mission:
Prevention, Care and Treatment; Training, Research and Laboratory services
(provided through a partnership with the Makerere University – John Hopkins
University Core Lab) and Outreach.
About CDC Project:
Infectious
Diseases Institute (IDI) received funding from Centers for Disease Control and
Prevention (CDC)/PEPFAR to implement a comprehensive HIV/AIDS services in the
mid-western Uganda Districts of Kiboga, Kibaale, Kyankwanzi, Hoima, Masindi,
Buliisa and Kiryandongo. The project is called “Accelerating Comprehensive
HIV/AIDS Service Delivery through Health System Capacity Building and Technical
Assistance of District Health Teams and Health Facilities in Western and West
Nile Regions in the Republic of Uganda under PEPFAR.”
Job Summary: The IT Officer will be responsible for the installation,
configuration, trouble shooting and maintenance of all computer, printers,
photocopiers and networks of the project in the West Nile region.
Key Duties and Responsibilities: 
  • Control and maintain IT systems such as to
    minimize IT service downtime
  • Quickly respond in an efficient and
    professional manner to all IT related requests and incidents
  • Manage, update and maintain the IT inventory
  • Actively participate in the development of IT
    policies, standard operating procedures and guidelines and infrastructure
    documents.
  • In charge of the administration of an IT help
    desk through phone, email, IT requisition forms and a help desk
    application ensuring that calls logged by users are resolved in a timely
    manner.
  • Develop, execute and test backup plans and
    restore procedures in accordance with the institute’s disaster recovery
    plan.
  • Control of all IT related equipment through
    proper documentation of problem logs and audit trails
  • Plan for technical IT solutions to suit the
    current and future institute needs
  • Offer technical input in the technical
    evaluation of the IT products and services to be acquired by institute.
  • Prioritize IT problems accordingly and
    provide regular updates on outstanding issues to those it may concern.
  • Develop and implement IT asset inventory
    system including tracking, allocation, physical setup and removal of IT
    assets
  • Plan for, implement and supervise preventive
    maintenance procedures on server room infrastructure and client end
    computing devices.
  • In charge of the administration and
    maintenance of a Windows active directory domain infrastructure.
  • Respond to and resolve IT service outages by
    determining the probable cause, contacting the service providers where necessary
    and escalating if necessary.
  • In charge of the installation and maintenance
    of specialized hardware peripherals such as printers, scanners, data faxes
    etc.
  • Implement Information Security controls using
    the IDI Information Security Policy
  • Provide line supervision for IT interns as
    required
  • Provide input towards determination of
    Information needs and implementation considerations, e.g., appropriate
    technology and budgets, for inclusion in project proposals related to IDI
    and supported projects
  • Perform any other related duties as may
    reasonably be assigned by IDI Manager
Qualifications, Skills and Experience: 
  • The applicant for the Infectious Diseases
    Institute (IDI) IT Officer career opportunity should preferably hold a Degree
    in Computer Science or a related subject from a recognized institution
  • Professional IT Certifications, e.g.., CCNA,
    MCSE
  • A minimum of two to four years’ experience in
    a busy IT environment.
  • Broad technical knowledge in  nNetworking services such as DNS, DHCP,
    WINS, NetBIOS etc.
  • Working knowledge in operation and
    maintenance of Microsoft Windows XP, Vista and Windows 7 based
    workstations
  • Knowledge of operation and administration of
    Windows 2003 / 07 Server platforms
  • Familiarity with Active Directory operations
    and SQL Server database management
  • Familiarity with Backup and restore practices
    and procedures
  • Working knowledge and understanding of Advanced
    IT security practices including Microsoft file permissions, password
    maintenance and physical security of devices
  • Broad awareness of emergent technologies like
    latest Windows platforms
  • Practical experience and skills in the rolling
    out and maintaining PC desktops running Microsoft Windows XP, Vista and
    Windows 7 in an Active Directory environment
  • Practical experience and skills in the maintenance
    of Intel-based PC hardware and peripherals
  • Previous exposure and experience in cloning
    PCs using current technologies
  • Practical experience and skills in the installation,
    configuration and troubleshooting of network printing devices
  • Possess administration skills in Microsoft
    Office Suite (2003 and above preferred) including Microsoft Outlook (2003
    and above preferred)
  • Possess administration skills in Anti-virus
    software
  • Possess administration skills in Internet
    Explorer 7.x and above
  • Possess administration skills in Administration
    of directories of users and computers, password maintenance and profiles
  • Possess administration skills in Managing of
    SQL Server databases
  • Possess administration skills in Administration
    of backup and restore systems and procedures in a multi-server
    environment.
  • Specific experience using Symantec Backup
    Exec 12 is preferred but not mandatory.
  • Good troubleshooting and problem resolution
    of PC hardware, LAN and internet connectivity,  Login, file/printer access
