About US:
The
National Identification and Registration Authority (NIRA) was established on
the passing of the Uganda Registration of Persons Act, 2015. The Act was made
to harmonise and consolidate the law on
registration of persons; to provide for registration of individuals and to
establish a national identification register. It provides for the mandatory
registration of all Ugandan citizens within Uganda and abroad as well as aliens
identification cards and for related matters.

Job Summary: The Head Of Internal Audit will appraise the
Authority’s accounting system and internal controls to ascertain they comply

Key Duties and Responsibilities:
- Examination and evaluation of financial and
operational information - Examines books of accounts on a
continuous basis to ascertain accuracy, completeness and reliability - Conducts periodic verification of
assets and liabilities - Checks the validity of entries on
the pay roll for compliance with statutory requirements - Checks correctness and accuracy of
stock taking reports - Keenly reviews bank reconciliation
statements for identification of inconsistencies - Makes sure that an Internal Audit Manual is
in place and that the annual audit programmes comply with it - Regularly examine the efficiency and
effectiveness of the system of internal controls – both financial and
non-financial. - Keenly examine compliance of the Authority’s
operations with the laws of Uganda, requirements of regulatory bodies and
relevant international requirements. - Keenly monitor adherence to quality systems
as laid down in the operational manuals of the Authority. - Develop and implement a comprehensive risk management
framework including policies, procedures and the risk register to
effectively identify risk, analyse and mitigate it in accordance with the
Authority’s guidelines. - Prepare annual internal audit schedules/plans
for approval by the Board. - Prepare and submit regular internal audit
reports to the Board on a timely basis. - Bring to the attention of management any
anomalies or violations of the established and agreed procedures and
guidelines. - Design and implement an investigative
framework to follow up cases of fraud, misappropriation or irregularity
reported at different implementation levels and recommend ways of
preventing any recurrence. - Work closely with the Finance function and
the External Auditors with a view to agreeing to a work program for statutory
external audit and following up implementation of the External Auditor’s
recommendations. - Perform any other duties as may be assigned
from time to time by the Board
Qualifications, Skills and Experience:
- The ideal candidate for the National Identification
and Registration Authority (NIRA) Head of Internal Audit career vacancy
should hold an Honours degree from a recognised University. - Full membership of CIA, ACCA, CPA, CA or CIMA
is an essential requirement. - Possession of a post graduate qualification
in a relevant field is an added advantage. - At least ten years’ experience in auditing
gained while working with a reputable audit firm, public institution or
reputable commercial enterprise five (5) of which must have been acquired
at a senior level. - Broad working knowledge of relevant laws that
govern public finances in Uganda. - Working knowledge of risk based internal
auditing methodology. - Hands-on knowledge of auditing computer aided
applications. - Excellent auditing and forensic investigation
skills. - Excellent analytical and problem solving
skills. - Proven ability to work on own initiative as
well as supervision of a team. - High level of integrity, independence,
honesty, confidentiality, diligence and reliability. - Good interpersonal and communication skills,
excellent report writing skills. - Knowledgeable about best practice standards
such as IFRS, TQM, ISA.
