About US:
The
National Identification and Registration Authority (NIRA) was established on
the passing of the Uganda Registration of Persons Act, 2015. The Act was made
to harmonise and consolidate the law on
registration of persons; to provide for registration of individuals and to
establish a national identification register. It provides for the mandatory
registration of all Ugandan citizens within Uganda and abroad as well as aliens
identification cards and for related matters.

Job Summary: The Head of Finance and Administration will
provide for professional leadership in managing the Authority’s finances,
facilities, utilities, fleet/logistics, suppliers and provide administrative
support to the Authority. Ensure proper accountability for resources used, in
compliance with the international and national financial accounting and
reporting standards and tax requirements.

Key Duties and Responsibilities:
1. Finance:
- Coordinate the budgeting process of the
Authority and consolidate departmental budgets into a corporate master
budget. - Effect payments in accordance with the
procedures and guidelines. - Keep accurate books of accounts.
- Act as the Agent to all Authority Accounts.
- Reconcile the Authority’s financial transactions
on a daily basis. - In charge of the management and supervision of
Accounts Staff. - Prepare and maintain records on all financial
transactions. - Take lead in the preparation and management
of the budget. - Present the budget to management and the Board
for discussion and eventual approval. - Develop and put in place financial/accounting
systems and procedures and ensure compliance to them. - Design and implement the necessary controls
to protect the Authority’s assets and prevent any potential areas of
fraud. - Ensure the robustness of all finance systems
as well as a good accounting system and an appropriate accounting computer
package. - Design and implement an appropriate system
for revenue collection. - Prepare necessary timely funding requisitions
to the MoFPED. - Prepare the financial performance reports for
submission to MOFPED. - Guide the management on viable investment
options for excess funds or funds not required immediately. - Ensure management reports are prepared and
presented to management on a monthly basis. - Prepare and submit periodic financial reports
to the Executive Director in line with the financial regulations and
working with Internal Audit, liaise with office of Auditor General to
ensure that annual financial accounts are audited as required. - Offer effective support supervision to staff
in the department to ensure high morale and productivity. - Take responsibility for the assets of the
Authority and ensure there is regular stock taking at least once a year. - Manage bank accounts of the Authority and
liaise with Banks as may be necessary. - Manage the debtors’ portfolio through
efficient and effective execution of credit control procedures, and the
credit portfolio by ensuring that the defined creditors’ terms are
respected. - Prepare the Budget Policy Statement and the
Budget Framework Paper for the Authority.
2. Administration:
- Responsible for administrative leadership of
the function including managing facilities and administrative support. - Perform supervisory function for the entire
Authority premises activities. - Develop and implement the Administrative
function’s policies and procedures and formulate the function’s operating
manual of procedures. - Oversee the management of Authority’s
resources by ensuring efficient running of Authority’s activities through
fleet and utilities management, Contract Management, Administration and
stores management. - Ensure that Administration requirements are
processed and provide administrative support as needed for other
departments. - Support the development and management of
Administrative support services including a modern filing system. - Ensure the coordination of stores functions
including periodic inventory counts and management. - Coordinate the preparation and implementation
of Administration budget - Facilities establishment and management
including plans and layout. - Management of vendors and landlords
agreements and contracts and properties of the Authority’s as well as liaising
with the legal office. - Oversee fleet/logistics management including
daily transport scheduling. - Work closely with different stakeholders,
like suppliers, utility providers and project good image of the Authority
therein. - Work in liaison with the security function to
manage all security issues. - Perform any other duties that may be assigned
from time to time.
Qualifications, Skills and Experience:
- The ideal candidate should preferably hold an
Honours Bachelor’s degree in Commerce, Finance, Public Administration and
Management, Business Administration or a related field. Possession of a Master’s
Degree in any of the above fields will be an added advantage. - Full Professional qualifications ACCA, CPA,
CA, CIMA or CFC; and full membership of Institute of Certified Public
Accountants of Uganda is a requirement. - At least ten years of work experience in
Finance and Administration / Accounting/ Audit in a reputable public,
commercial, private organisation at least five (5) of these should be at
senior level. - Broad working knowledge of relevant laws that
govern public finances. - Proven experience in using computerised
financial accounting packages. - Computer literacy including experience in use
of Microsoft Office Word, Excel and Outlook. - Strong leadership and managerial skills.
- Excellent analytical and problem solving skills
with attention to detail. - Proven ability to work within tight schedules
and to multitask/fast-track appropriately. - High level of integrity and honesty.
- Excellent communication and presentation
skills.
