Job Summary: The Finance Manager will take the overall responsibility
of the coordination  of the finance
department of UHMG by ensuring efficiency and timely reporting. The incumbent
will be responsible for providing professional and technical accounting
expertise and oversight of UHMG’s financial operations.
Key Duties and Responsibilities: 
1. Planning and Budgeting:
  • Actively participate in the preparation of
    the organization’s annual work plans, procurement plans, and budgets and
    monitor their implementation.
  • Prepare budgets and cash-flow statements,
    manage and control the approved budgets, and ensure that expenditures
    comply with grant/donor agreements.
  • Manage budget tracking and, in liaison with
    the supervisor, ensure timely replenishment of funds from respective
    sources.
  • Provide the supervisor with a weekly
    liquidity report of all UHMG funds.
2. Financial Management:
  • The incumbent will ensure the Financial
    accounting system is operational in all departments.
  • Oversee all financial transactions of the
    Organization to ensure their conformity with approved accounting and
    budgetary control systems, procedures and regulations.
  • Establish/review and revise, in liaison with
    the Finance Team, the financial policies, systems and procedures of the organisation
    and of sub-grantees.
  • Reconcile all monthly transactions within the
    system and provide all relevant financial reports to the supervisor.
  • Manage the monthly and quarterly general
    ledger accounting. Review the monthly audit trail and reports to ensure
    accuracy. Prepare adjusting journal vouchers as appropriate.
  • Oversee all financial transactions of the
    Organization to ensure their conformity with approved accounting and
    budgetary control systems, procedures and approved authorities.
  • Keenly review all payments for approval.
  • Ensure all statutory payments and dues are
    remitted on time, as well as filing of financial returns.
  • Supervise and manage the performance and
    development of staff in the department in line with the Organization’s
    goals, objectives, policies and regulations.
3. Financial Reporting:
  • Ensure timely reporting all sub-grantees.
  • Ensure the timely preparation of monthly and
    quarterly management reports and timely submission of financial annual
    accounts (in compliance with donor agreements) to the supervisor.
  • Undertake accurate and timely reporting and
    accounting for all funds.
  • Prepare final accounts and liaise with
    external auditors to carry out annual Audit and Financial reports.
  • Manage the preparation and timely submission
    of monthly and quarterly management reports and financial accounts.
Qualifications, Skills and Experience: 
  • The ideal candidate will hold a Bachelor’s
    Degree in Finance, Accounting, Business Administration, Commerce or other
    financial-related field. Possession of a Master’s Degree in financial
    management is an added advantage. A full professional accounting
    qualification (e.g. ACCA, CPA) is mandatory.
  • Possession of a Post Graduate Diploma in
    Financial Management essential.
  • A minimum of four years’ relevant experience
    in a finance role at management level.
  • Proficiency in relevant computer applications
    and databases, with hands-on experience in the use of accounting software
    (e.g. Sage, Sun Systems, Navision, Tally, QuickBooks, Pastel, etc.) is a mandatory.
  • This position requires a person who has
    capacity in the areas of budgeting and accounting.
  • Possess good report writing and presentation
    skills.
  • The applicant must be flexible, innovative, a
    team player, with good communication, feedback, and interpersonal and
    supervisory skills, assertive and able to question unclear transactions. Ability
    to delegate clearly, and have flair for attention to detail, and able to
    work with a multi-cultural team within the organization.
  • The person should have the capacity to work
    under minimum supervision, keep a clean accounting system and procedures,
    maintain systematic records, as well as undertake timely reporting, while
    upholding our Core Values.
