About US:
The
Makerere University Walter Reed Project (MUWRP) is a non-profit HIV research
program that was established in 2002 as a result of a memorandum of
understanding between Makerere University and The Henry M. Jackson foundation
for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of
MUWRP is to develop, evaluate and provide interventions to mitigate disease
threats of public health importance to Uganda. Activities include; vaccine
development and building of vaccine testing capability in Uganda, conducting of
epidemiological and basic research and provision of HIV Treatment, care and
support, surveillance in influenza and other emerging infections.
Job Summary: The Deputy Laboratory Director directs,
establishes, and plans the overall policies and goals for the MUWRP College of
American Pathologist (CAP) accredited laboratory services. Works closely with
internal and external clients, MUWRP Heads of departments and medical officers
while ensuring activities are in accordance with CAP, DAIDS and MUWRP
administrative policies.
Key Duties and Responsibilities: 
  • The Deputy Laboratory Director will also be
    in charge of planning and organizing all aspects of the MUWRP lab
    services, managing the budget, increasing quality and patient
    satisfaction, and encouraging staff development.
  • The Deputy Laboratory Director will be
    involved in the management of all laboratory staff (hiring, promotion ,
    termination, discipline)  and any
    personnel-related issues with the assistance of the HR Manager
  • Relies on extensive experience and judgment
    to plan and accomplish goals. A wide degree of creativity and latitude is
    expected.
  • Leads and be the point of contact for all
    laboratory audits
  • Be the point of contact for all laboratory
    visitors
  • Leads and directs the work of others.
  • The incumbent will lead day-to-day technical
    operations of the laboratory including supervision of all laboratory
    technicians, research associates, supervisors and instrumentation.
  • Manage a team of skilled lab professionals
    and maintaining  standards in
    accordance to CAP terms of accreditation
  • Coach, mentor, motivate and supervise the
    individuals and influence them to take positive action and accountability
    in all work assigned
  • Train students, postdocs, and other users on
    all techniques, instrumentation operation, and sample preparation.
  • Writes and updates standard operating
    procedures and manuals as needed and reviews them annually and /or
    biennially to ensure that employees have current information needed to
    perform tests and procedures.
  • Provide technical expertise, consultation,
    and collaboration on research projects.
  • Develop, investigate, and apply new
    procedures, instrumentation, and techniques.
  • Assist preparation of research proposals,
    scientific papers, and conference presentations.
  • Contribute to and drive budget/resource
    planning and recommend subsequent changes as required
  • Manage laboratory expenses and budgets for
    operations, equipment, and service. Update MUWRP lab cost rates, as
    applicable.
  • Manage purchasing and acquisition of capital
    equipment and instrumentation. Assist preparation of instrument
    acquisition proposals.
  • Develop, implement, and update MUWRP
    repository and oversee all international shipments of samples
  • Develop, implement, and update data storage and
    transfer policies and procedures.
  • Develop, implement, and update educational
    and professional development programs for laboratory staff.
  • Collaborates with customers and stakeholders
    to establish customer requirements and identify areas for improvement of
    current operations.
  • Drive regular reporting, communication to all
    laboratory clients and users of the MUWRP lab
  • Proactively anticipate the needs of the
    department and its clients to effectively enable change
  • Be passionate about laboratory quality
    systems and research processes and to take on bigger challenges and
    opportunities
  • Steer the continuous improvement in
    laboratory quality management systems (LQMS) and oversee implementation of
    LQMS
  • Collaborate with heads of departments and
    MUWRP CEO to make decisions on managing the lab portfolio and aligning
    with MUWRP mandates, mission, vision and core values.
  • Contributes to the development and updating
    of the laboratory safety manual.
  • Contributes to the development and updating
    of all job descriptions.
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a PhD in
    Biomedical Science, Virology, Immunology or Chemistry from an accredited
    university. PHD candidates due to complete by the 2nd quarter of 2016 are
    eligible to apply.
  • A minimum of ten years’ experience of
    laboratory work with at least 3 – 5 years of previous (recent) lab
    management experience in an accredited clinical and research laboratory
  • Significant experience in research and grant
    writing will be an advantage
  • Documented continuing education in Laboratory
    sciences, Management and regulatory related matters.
  • Proven ability to demonstrate leadership,
    problem-solving skills and team-building.
  • The applicant must hold a valid laboratory
    professional license (Allied health professional) to practice in Uganda
  • Excellent management skills required. Must
    possess strong organizational, customer service, and troubleshooting
    skills.
  • Excellent verbal and written communication
    skills with the ability to communicate well with multiple level audiences.
  • Must possess strong interpersonal skills
    including excellent negotiation and facilitation skills.
  • Ability to think creatively and strategically
    while handling difficult and complex issues. Must be results oriented,
    self-starter, self-motivated, be able to focus on goals, have a sense of
    urgency.
  • Must demonstrate integrity and  be 
    innovative
  • Ability to meet deadlines, connect and
    interrelate disparate ideas and thoughts and pays attention to detail.
  • Significant experience in starting new
    processes and supporting an environment of continuous improvement
  • Must be able to anticipate future laboratory
    needs
  • Proven ability to learn quickly and apply new
    knowledge and skills immediately
