About NHCC:
The
National Housing and Construction Company Limited (NHCC) was founded in 1964
and is a Ugandan construction and real estate management company, partly owned
by the Uganda Government. The Company’s mandate is to increase the housing
stock in the country, rehabilitate the housing industry and encourage Ugandans
to own homes in an organized environment.
Job Summary: The Chief Engineer will be responsible providing overall
leadership in project development, constructing and managing residential, industrial,
commercial and any other projects and business units in furtherance of the
company’s objectives.
Key Duties and Responsibilities: 
  • Develop the departmental strategic plans for
    Engineering Department and ensures approval by the EXCO
  • Direct the department in implementing the
    strategic plan. Enforce engineering and works policies
  • Ensure that all new projects are well
    researched and exhaustive consultation and involvement of all the
    stakeholders is undertaken in order to ensure quality products and
    profitable sale.
  • Ensure that the joint ventures projects that
    are undertaken are profitable.
  • Ensure that all departmental staff,
    especially the key technical ones are professionally managed, mentored and
    developed as part of performance management practice.
  • Work closely with the Chief Finance Officer
    in order to attract the support of Financial Institutions and solicits their
    cooperation in order to provide financing to NHCCL’s third party
    construction business and ensures its growth and independence as separate
    business unit.
  • Provide the Company’s Management, whenever
    necessary, with relevant specialist, expert and technical advice (on the
    basis of appropriate and comprehensive analysis and evaluation), with
    regard to the Company’s investment opportunities and projects – especially
    those involving Partnerships, External Contractors and other Service
    Providers – as well provide the necessary supervision, quality assurance,
    facilitation and coordination of the implementation of the corresponding
    projects – with a view to ensuring their profitable success.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Bachelor’s
    degree in Civil Engineering and Master’s degree in Engineering,
    Management, Leadership, Quality Management, Construction Management or any
    relevant field.
  • The applicant must be a registered Engineer
    with Uganda Engineers Registration Board (UERB) or internationally recognized
    professional engineers institute, or body such us MUIPE.
  • A minimum of ten years’ experience in a civil
    engineering job five (5) of which should have been at the level of
    Principal Engineer (Civil) or Head of Engineering Section in technical or
    operational role or as part of senior management team in either Government
    or equivalent level of experience from a reputable organization.
  • Previous operations management experience is
    essential
  • Previous exposure and experience in a real
    estate development company will be an added advantage.
  • Computer literacy skills i.e. proficiency in
    the use of any Construction Management Software and MS-office
