Authority (NIRA)
National Identification and Registration Authority (NIRA) was established on
the passing of the Uganda Registration of Persons Act, 2015. The Act was made
to harmonise and consolidate the law on
registration of persons; to provide for registration of individuals and to
establish a national identification register. It provides for the mandatory
registration of all Ugandan citizens within Uganda and abroad as well as aliens
identification cards and for related matters.

- Arrange the business at meetings of the Board
with clear notices of meeting times and places - Take minutes of the meetings of the Board.
- Keep the records of the decisions and other
policy records of the Board. - Prepare and submit reports for the Board.
- Prepare and update the Board Charter.
- The jobholder will coordinate Board
evaluation. - Handle all formal communication between the
Executive Director and the Board members. - Provide overall leadership in legal matters
in accordance with new laws, manage the performance and development of
staff in the department in line with the Authority’s goals, objectives,
policies and regulations. - Manage and keenly monitor the progress of all
legal proceedings including litigation and alternative dispute resolution. - Offer expert legal advice on drafting
contracts and other documents of the Authority. - Ensure that Authority operates in compliance
with the law; and compliance with the Authority’s laws is enforced. - Perform any other duty as assigned by the
Executive Director.
- The ideal candidate for the National
Identification and Registration Authority (NIRA) Board Secretary and Head
of Legal Services vacancy should hold an Honours Degree in Law. - The applicant must also hold a Post Graduate
Diploma in Legal Practice. - Membership of the Institute of Chartered
Secretaries and Administrators and/or a Master’s degree in law or a
related field will be an added advantage. - A minimum of ten years of relevant experience
in a busy reputable organization five of which should be at senior level. - The applicant must also be an enrolled
advocate of at least ten years standing with a valid practicing
certificate. - Computer literacy skills.
- Skills in negotiation, conflict resolution
and arbitration. - Excellent interpersonal skills.
- Excellent communication and report writing
skills.
