Emerging Markets USA, Ltd. (Cardno) is anticipating to implement the
USAID-funded Integrated Health Activity in Northern Uganda. This project aims
to increase utilization of health services through increased availability of
and accessibility to health services, improved quality of health services and
increased availability of resources for public sector health services. Key aims
of the program are reduction in HIV infections, total fertility, maternal and
child mortality, malnutrition, malaria and tuberculosis (TB).

Summary: The Director, Finance and Operations will support the USAID Integrated
Health Activity by managing all project finances and operations, including
financial management, procurement, HR, logistics, administrative support, and
grants management.

The incumbent
will also ensure: strong financial management and adequate internal controls of
the program’s funds; that proper approvals and other contractual requirements
have been met; that all deliverables and required contractual documentation is
properly maintained.

The ideal candidate for the USAID vacancy should
hold a bachelor’s degree or certification in accounting, finance or relevant
field
