Local Governments’ Association (ULGA) is an Association for Local Governments
in Uganda that was formed in 1994 with the mandate to unite Local Governments,
and provide them with a forum through which to come together and give each
other support and guidance to make common positions on key issues that affect
Local Governance. ULGA carries out this mandate through lobbying, advocacy and
representation of Local Governments at local, National and International fora.
Its ultimate goal is to promote and build Democratic and Accountable Local
Governments capable of delivering Efficient and Sustainable Public Services to
the people of Uganda. Our current strategic focus is in the areas of lobbying
and advocacy; institutional strengthening; increasing services to members and
facilitating local economic development.
will be responsible for developing, implementing, providing Capacity Building
initiatives and deliver training in their assigned area. The incumbent will be
responsible for identifying training needs, researching and developing training
/CB materials; serving as a technical expert in the assigned area of CB to
ensure CB/training goals are met.
Develop, implement and account for the outputs of the ULGA annual membership
training and development plan in line with the ULGA Strategy:
Regularly review ULGA’s strategic plan and annual
implementation plans and develop an annual training plan for ULGA and its
members
Conduct research amongst members (e.g. reviewing LG
capacity building plans and carrying TNA), identify, analyze and report on
training and development needs for ULGA members to ensure that they are in line
with the ULGA Strategic goals
The incumbent will also develop periodic (monthly,
quarterly and annual) training reports on ULGA’s training and CB initiatives in
line with ULGA reporting frameworks
Build and maintain effective professional business relationships with various
training service providers, consultants and the different levels of the
organization:
Identify and develop annual trainers/ consultants
list in line with training plan for ULGA
Keenly track the business and LG environment for
trends / changes in training services and recommend best trainers for ULGA’s
uptake
Work closely with the LGCG in contracting trainers
(outsourced) and ensuring adequate negotiations, deductions, remittances and
payments are made to either parties in line with ULGA’s consultancy policy
Seek and recommend to management partnerships with
training institutions through which their capability could be leveraged to
deliver quality (paid or unpaid) training services to ULGA members Supervise
and implement ULGA’s training activities in line with the ULGA training plan/
calendar
Develop and review instructional materials, visual
aids and reference materials in line with the specific program objectives
Schedule and prepare for training events including
notifying participants, identifying trainers, securing training venues and
materials
Develop customized and “paid” training programs for
ULGA members and work with LGCG to market such training programs
Quickly report on the performance of the training
function in liaison with the finance unit and according to the annual training
plan and reporting guidelines
Lead the development of proposals for resource mobilization for Capacity
Building and training implementation for ULGA:
Lead and actively contribute to the identification
of funding gaps, priorities and opportunities in training and capacity building
Steer and contribute to the development of funding
concepts and proposals for ULGA in training and capacity building
Consolidate, review and submit funding concepts and
proposals in training and capacity building to potential donors
Review project and donor reports before submission
Follow up funding proposals with donor agencies and
partners
Actively monitor and account for the implementation
of and reporting on projects and program implementation initiatives
Carry out contract bid and donor intelligence in the
business environment in areas relevant to training and capacity building for
ULGA
Regularly review members’ capacity building plans
and identify and recommend to ULGA /LGCG areas where it can bid for and provide
a paid training/capacity building service
Research, compile and share on a periodic basis, opportunities for training for
LGs, Staff development and scholarships (as a membership service)
Subscribe ULGA to various forums through which
training and capacity building events can be sourced
The incumbent will also identify scholarships and
bursaries as well as training programs that the LG members (and their staff)
can participate in
Provide mechanisms through which ULGA can recommend
training and capacity building initiatives for its members (and their staff) as
well as ULGA staff
The incumbent will link ULGA members with other
relevant training/ capacity building as well as donor institutions so that they
can directly apply for training
Develop periodic reports (monthly/quarterly) and
publications (weekly on the ULGA website) of any available training provided/
linked by third parties available for ULGA staff and its members
The ideal candidate should hold a Bachelor’s Degree
in Adult Education, Communication, Economics, Development Studies, social
sciences or any other relevant qualification.
Possession of a Master’s Degree is mandatory
Additional training in Research, and facilitating
and organising trainings
A minimum of three to five years’ experience working
in an NGO
Working knowledge of implementing health related
programs is an advantage.
Working knowledge of conducting research
Knowledge of maintaining large volumes of
information about complex programs; problem analysis
Working knowledge of Qualitative & Quantitative
analysis of data
Knowledge of administrative and management theory
and practice;
