About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Environmental Specialist will be responsible
for Identification and evaluation of environmental risks and impacts of road
and bridge upgrading and maintenance projects.
The Specialist will also be responsible for carrying out Environmental Impact
Assessments (EIAs) with liaison with the relevant stakeholders (NEMA, NFA, etc)
and proposing mitigation measures to minimize residual impacts. In addition,
the incumbent will be responsible for promoting improved environmental performance
including implementation of environmental management plans for ongoing roads
and bridges projects.
Key Duties and Responsibilities:
  • Keenly review and formulate environmental
    management policy and guidelines in line with statutory and regulatory
    bodies (NEMA, NFA etc.) guidelines, international benchmarks and UNRA
    Annual Statutory performance agreement;
  • Plan and carry out Environmental impact
    studies in line with UNRA Annual Statutory performance agreement;
  • Plan and conduct Environmental Audits and
    Monitoring on on-going construction works in line with UNRA standards;
  • Identify and develop programs to work with
    key stakeholders (NEMA, NFA, Local Governments, Political Leaders, and
    affected communities) to ensure timely acquisition of Right of Way and
    that the roads are sustained;
  • Kenly review EIA Reports for feasibility and
    design studies; make recommendations on contractor EIA proposals in line
    with UNRA Annual Statutory performance agreement;
  • Develop and implement strategies to
    mainstream environmental policies in UNRA construction projects in line
    with UNRA Annual Statutory performance agreement;
  • Plan and implement a system of managing risks
    in the environmental management programs and develop risk mitigation
    measures;
  • Plan and implement an effective system of
    responding to and managing grievances from affected persons in line with
    UNRA Annual Statutory performance agreement.
  • Perform any other duties as assigned by the Head
    Environment and Social Safeguard
Qualifications, Skills and Experience:
  • The applicant for the UNRA Environmental
    Specialist job vacancy should hold an Honors Degree in Environmental
    Management, Social Sciences, Environmental Engineering, or any other
    relevant degree with a Masters’ Degree in related field;
  • Possession of Post Graduate qualifications in
    the relevant field will be an added advantage;
  • Professional registration with a relevant
    body or its equivalent in the Commonwealth is mandatory;
  • Five years’ experience in Environmental
    Impact Assessments and preparation of EIA reports;
  • Demonstrated working experience in managing
    diverse professionals.
  • Computer literacy skills
  • High degree of integrity;
  • Excellent track record of outstanding
    performance;
  • Excellent interpersonal, particularly
    staff/management relation skills
  • Excellent oral and written communication
    skills;
  • Ability to manage/supervise multi skilled teams
    and deliver accurate results in a timely manner and in an environment with
    multiple and challenging tasks.
