(ERA) is a statutory body established in accordance with the Electricity Act,
1999 (Cap. 145 of the Laws of Uganda). The Act empowers ERA to regulate the
Generation, Transmission, Sale, Export, Import and Distribution of electrical
energy in Uganda.
with ensuring value for Money (VFM) for all procurement and disposal needs of
the Authority through efficient and effective systems in compliance with the
applicable legal framework.
Develop
and update the procurement and disposal plans of the Authority in accordance
with the PPDA Act and other relevant laws.
The
incumbent will oversee all procurement and disposal activities through an
effective and efficient procurement system that complies with the PPDA Act and
other relevant laws.
Develop
tender documents for tendering of energy development projects/sites and
technically analyze/evaluate tender bids for competitive selection of
licensees.
The
incumbent will also develop and regularly update the list of pre-qualified
suppliers.
Implement
decisions of the contracts committee.
Maintain
and keep all the procurement and disposal records of the Authority.
Conduct
procurement audits to ascertain value for money with respect to capital
investments executed by licensees in the electricity supply industry.
Prepare
bid documents and contract documents with respect to procurement requirements
of the Authority.
Prepare
and submit periodic reports for the Contracts Committee, the PPDA and other
relevant organizations.
Ensure
effective management and supervision of staff in the Procurement and Disposal
Unit.
Perform
any other official duties as may be reasonably assigned by your Supervisor or
Management.
Experience:
The
applicant should preferably hold a Master’s degree in Procurement and Supply
Chain Management or Master’s degree in Business Administration.
Possession
of an Honours degree in Procurement and Supply Chain Management, Business
Administration, Commerce, Economics, Statistics or Engineering from a formally
recognized institution or equivalent.
A
graduate Diploma in Purchasing and Supplies (CIPS).
Must
be a full member of CIPS.
A
minimum of five (5) years relevant experience in a busy organization.
Be
of high moral character with a high degree of integrity.
Be
performance oriented and ready to work long hours under a busy environment.
Computer
literacy skills
