About USAID Project:
Strengthening Decentralization for
Sustainability (SDS) is a 6-year (2010- 2016) USAID-funded program in
support of the government of Uganda (GOU) at the district and Sub-county
local government level. The project aims at improving results and
sustainability of decentralized social service delivery through appropriate
tools, technical assistance, and financial support. The SDS Program is
implemented by Cardno Emerging Markets, Ltd. USA, in collaboration with:
Urban Institute; Development Info Structure Inc. (Devis); Infectious
Disease Institute (IDI); and Tangaza Cinemas. Since April, 2015, SDS was
requested by USAID to support critical USAID health activities previously
implemented under the Northern Uganda Health Integration for Enhanced
Service (NU-HITES) project. Working in collaboration with implementing
partners, and especially the Applying Science to Strengthen and Improve
Systems (ASSIST) project, the SDS Program’s activities in the North ensures
uninterrupted delivery of quality HIV/AIDS care and treatment services for
people living with and affected by HIV/AIDS and continue USAID support for
other critical health services, including ending mother to child transmission
(eMTCT), MNCH, FP, TB, and malaria services.
Job Summary: The
Senior M&E advisor will manage and supervise all project M&E as
well as develop a program of technical support to districts in these areas.
The incumbent will steer the development of the SDS Performance Monitoring
Plan (PMP) and design systems that allow for efficient collection and
reporting of PMP information. The jobholder will also work as a technical
advisor for SDS supported districts to strengthen the capacity and function
of the MIS and M&E systems.
Key Duties and
Responsibilities: 
  • Keenly monitor and supervise all
    project related M&E, including design of the PMP
  • Responsible for quarterly
    reporting to USAID on the project PMP and other M&E and MIS
    issues.
  • Ensure that M&E data collected
    for project activities is analyzed and used to improve project
    activities and performance
  • Work closely with project team to
    conduct assessments of MIS and M&E gaps in the districts
  • Identify activities to strengthen
    integration and use of MIS and data for decision making in all social
    sectors at the district level, including improved quality of data
    collection, management, reporting, and the use of data for planning
  • Work in close collaboration with
    the CoP, DCoP, Program coordinators, and USAID DBTA partners, develop
    joint plans with the district governments for activities to strengthen
    the MIS and M&E for districts
  • Ensure that M&E and MIS work
    of SDS with districts is coordinated closely with TA provided by DBTA
    partners and augments this work rather than overlapping or duplicating
    it.
  • Work in liaison with the CoP,
    DCoP, IPs, Program coordinators, and M&E Manager to determine how
    to support sustained coordination of all donor partners operating
    social sector activities in the district.
Qualifications, Skills and
Experience: 
  • The ideal candidate should
    preferably hold a Master’s Degree or equivalent (economics,
    statistics, management information systems, development studies, etc.)
  • At least seven years’ experience
    in the design and implementation of monitoring and evaluation systems
    as well as management information systems
  • Significant experience providing
    technical assistance in M&E and MIS, especially to host country
    stakeholders
  • Possess excellent organizational,
    analytical, supervisory skills
