Job Summary: The Project Officer will be in charge of
overseeing the coordination and implementation of quality
Deinstitutionalization  of Orphans and
Vulnerable Children (DOVCU) programs. The incumbent will be responsible for
implementation of Household Economic Strengthening (HES) activities to meet
project objectives and will be responsible for developing the technical
capacity of social workers in program implementation, management, monitoring
/evaluation and promotes networking with program stakeholders.
Key Duties and Responsibilities: 
  • The incumbent will take a lead in project
    design, quality assurance and evaluation of DOVCU project components.
  • Adapt/develop materials related to DOVCU,
    including training packages, assessment tools for smooth roll out and
    implementation of DOVCU project component.
  • Provide DOVCU orientation for social workers
    and programme partners.
  • Conduct on-going capacity building activities
    for DOVCU staff, volunteers and all stakeholders as required.
  • Offer technical support to DOVCU staff in the
    development and implementation of weekly, monthly, quarterly and annual
    work plans.
  • Work in liaison with M & E Coordinator to
    facilitate quarterly reflection sessions and document lessons learnt and
    progress to impact including the unintended outcomes/challenges
  • Identify areas of growth and funding gaps as
    necessary.
  • Ensure the smooth operation of DOVCU
    activities, by implementing and monitoring ongoing activities to ascertain
    that they are on schedule, are in line with budget and agreed results
    framework, yield expected results, and are reported on time.
  • Work closely with ChildFund International
    DOVCU Advisers at National and International offices to ensure adherence
    to relevant ChildFund standards, policies and procedures
  • Actively engage with other local development
    actors involved in DOVCU and complementary activities Support advocacy
    activities as required.
  • Empower vulnerable households taking care of
    orphans and vulnerable Children by building linkages with OVC sector
    actors at community, local government and state levels.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Bachelor’s
     degree or relevant qualification in
    Human Development, Developmental
    Psychology, Education, Social Work, Public Health or a related field.
  • Possession of a Postgraduate Diploma in
    project planning and Management. A master degree in Education, psychology
    or related field will be an added advantage.
  • At least five years’ working experience of
    Child development projects with three years in implementing DOVCU
    programmes.
  • Previous experience of implementing grants
    and working with institutional do¬nors
    like Irish Aid, USAID, EU will be an added advantage.
  • Prior exposure and experience in capacity
    building and training to provide high-quality ECD services
  • Broad working knowledge of participatory
    Monitoring and Evaluation(M&E)
  • Strong participatory/capacity-building and
    training skills.
  • Excellent organisational, logistics,
    communication and interpersonal skills.
  • Motorcycle license or ability and interest to
    learn and ride motorcycle.
