Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

system for procurement processes including documentation of policies and
standards such as quality manual, standard operating procedures, change control
policy, maintenance of records, code of conduct, etc. The incumbent will be
responsible for conducting independent quality assurance of the procurement
process to ensure compliance with the PPDA Act and Regulation and/or Development
Partner procedures and guidelines. The job holder will also be responsible for
providing technical support and guidance to user departments and PDU staff at
key stages of the procurement process to ensure conformity with established
guidelines.
- Develop and implement procurement quality assurance
system for compliance with PPDA Act and Regulations and/or Development Partner
guidelines; - The incumbent will plan and provide requisite
technical support and guidance to user departments and PDU staff at key
stages of the procurement process; - Keenly review all procurement related documentation
to ensure compliance with the PPDA Act and Regulations and/or Development
partner guidelines; - Coordinate all Procurement audits;
- The incumbent will develop and implement a
system of managing risks in the procurement and disposal activities and
develop risk mitigation measures; - Mentor and supervise the performance of direct
reports in line with the performance management system of UNRA. - Perform any other duties as assigned by the Director
Procurement.
- The applicant for the UNRA Procurement
Manager Process Assurance career placement should hold an Honors Degree in
Civil Engineering, Procurement, Commerce, Business Administration, Law,
Social Sciences or any other relevant courses from a recognized
University. - Possession of a Master’s Degree in related
field or any other relented field is mandatory - Possession of CIPS or other relevant
professional qualification - At least five years’ practical experience in
procurement in similar and reputable organization. - Demonstrated working experience in managing
people. - Impeccable level of integrity;
- Demonstrated ability to work as part of a
team and to develop subordinates; - Excellent interpersonal, particularly
staff/management relation skills - Excellent oral and written communication
skills; - Strategic thinking and ability to work and
produce accurate results in an environment with multiple and challenging
tasks.
